Chairman of Nepali Congress Sher Bahadur Deuba has said that the provincial structure should be strengthened. On the occasion of the Constitution Day, he said that there is no alternative but to strengthen the provincial structure by correcting the problems and weaknesses seen at the present time in the seminar on 'Decade of Implementation and Challenges of the Constitution' organized by the Nepali Congress Law Department at the Party Central Office Sanepa on Tuesday.

He said that proportional inclusiveness is relevant for mainstreaming all castes and emphasized that this system should also be made more systematic. Some communities have to be proportionally represented. This country belongs to everyone, so there is a need for this proportional inclusive system to bring all castes into the basic governance system of the state in the shape of inclusive principles,' said President Deuba.

He opined that the constitution should be amended accordingly, saying that this provision should be fully implemented for proportional development as envisioned by the constitution.

Congress central member Pushpa Bhusal pointed out the need to implement it in practice as the foundation of the constitution is federal democratic republic and inclusiveness. 'Congress's contribution to adopting inclusiveness, eliminating discrimination and inequality could not reach the public', she said, 'Without a stable government with a majority vote, the manifesto could not be implemented as per our vision. If that had happened, more work could have been done. It is our obligation to form a coalition government.' In the next election, Congress should go to the people with the slogan of a stable government so that it can meet the expectations of the youth.

Senior Advocate Constitutionalist Purnaman Shakya emphasized that the role played by the Nepali Congress in bringing the rights vested in the king to the people and giving legitimacy to the constitution through people's representatives is admirable and now we must work for its institutional development.
