The fourth session of the Federal Parliament ended on Monday. In this session, which lasted for more than four months, the Cooperative Fraud Investigation and Transitional Justice Bill (TRC) was passed. At the beginning of the session, Congress, the main opposition party at the time, continuously blocked the parliament to form a parliamentary committee to investigate the misappropriation of funds of cooperative savers.

Congress demanded a parliamentary committee, saying that it was not possible to investigate him through the government's investigation mechanism after allegations of cooperative fraud were made against Ravi Lamichhane, chairman of RSVP and the then home minister.

The then government led by Pushpa Kamal Dahal was ready to form a committee when it was difficult to run the parliament and bring the budget due to the Congress's stand. On May 15, under the leadership of UML MP Surya Thapa, the House of Representatives formed a 'Special Parliamentary Inquiry Committee on Misappropriation of Savings Funds of Cooperatives'. After the formation of the committee, the parliament was opened and the then finance minister Barshman Pun submitted the budget. The

committee submitted its report on Monday at the last meeting of the session. Chairman of the committee, Thapa, said that after questioning, studying and discussing with maximum number of people, an attempt was made to find the truth based on the facts. He said that a report has been prepared on the basis of facts after studying and investigating the misuse of savers' savings against the law in relation to the problems seen in the country's overall financial system and cooperative sector. Thapa said that the cooperative sector needs to be revitalized and renaissance through reforms. Speaker Devraj Ghimire has instructed the secretariat to send the report of the committee to the government for necessary action.

Similarly, the passing of the Truth and Reconciliation Commission Bill (Third Amendment) by both Houses on investigation of disappeared persons related to transitional justice to conclude the peace process is considered another important achievement of this session. The fourth session of the Parliament, which has been going on for 130 days, was satisfactory in the main work of law making. Three bills related to the government's annual budget, including national debt collection, financial and appropriation, have been passed by both houses of the federal house and 11 bills have become laws. Out of the bills submitted to the House of Representatives, only 6 have been passed by both houses and become law. Three of those bills are related to the government's annual budget.

5 bills introduced in the National Assembly have been passed by both houses. Two of those bills are in the process of being approved by the President. 15 bills are under discussion in various committees in the House of Representatives. Federal Parliament Secretariat spokesperson Ekram Giri said that 17 bills have been passed by the Federal Parliament by the fourth session after the general election. He said that since all the bills are equally important, it cannot be said that important ones were missed and others were passed. In the fourth session, the two Prime Ministers asked three times for the vote of confidence.
