258 professors have applied to become deans, campus heads and co-examination controllers in various faculties of Tribhuvan University. The Selection and Recommendation Committee constituted by the University called for applications for the appointment of 8 Deans of Faculties/Institutes, 17 Campus Heads and 7 Controllers of Joint Examinations.

According to the information given by the secretariats of the committee on Monday, 258 people have applied for the appointment of 30 posts including Dean, Head of Campus, Controller of Joint Examinations, Director of Planning and Research.

According to separate committees, the application and investigation process is ongoing. Vice-Chancellor Kesharjung Baral said that the appointment will be made through competition on the basis of regulation 2081 regarding the basis and criteria of appointment from among the applicants. "After the selection committee recommends the appointment, the executive council appoints the dean, campus head and other posts," said Baral.

A maximum of 13 professors have applied to become the dean of the Institute of Medical Education (IOM). 11 applications each for Dean of Institute of Engineering Studies (IOE) and Institute of Science, Technology Studies. 9 professors have applied for the deanship of the Faculty of Humanities and Social Sciences, and 8 professors have applied for the Deanship of the Institute of Forestry Studies and the Faculty of Education.

There are 6 applications for the Dean of the Faculty of Management and 5 for the Dean of the Institute of Agriculture and Animal Science Studies. Dean of Institute of Medical and Engineering Studies is considered to be an attractive post. Even before this, political lobbying has been taking place on the basis of access to becoming a dean in these institutes.

Similarly, the selection committee said that 13 people have applied to become the head of Patan United Campus and Bhairahawa Campus. 9 professors each have applied for Prithvi Narayan and Ramswaroop Ramsagar Campus Janakpur Head. 8 applications have been received for Sanothimi and Surkhet Multipurpose Campus Heads. 7 people have applied for Mahendra Multipurpose Campus Nepalgunj, 5 each for Ratnarajya Lakshmi (RR) Kathmandu and Bootbal Multipurpose Campus Head.

4 applications have been received for the head of Lalitkala Campus Kirtipur, Bhojpur Multipurpose Campus, Suryanarayan Satyanarayana Campus Siraha and Vishwabhasha Campus Kathmandu. 3 in Tribhuvan Multipurpose Campus Palpa, 2 in Birendra Multipurpose Campus Chitwan including 1 application each for Doti Multipurpose and Jumla Campus Head.

62 people have registered applications for 6 co-examination controllers, including the Central Office of Territorial Examination Control and the Regional Office. Applications were requested for 2 people in Examination Control Office Balkhu and 1 person each for Regional Offices Biratnagar, Pokhara, Nepalgunj and Madhesh Province Offices. Similarly, according to the selection committee, 8 applications have been received for the Director of Terti Planning Directorate and Research Director of Education Development and Research Center (SERID).

The university has formed a 3-3 member selection committee for the appointment of deans of faculties other than law out of 9 dean offices. The selection committee issued a public notice and requested applications from the interested parties after giving a deadline of two weeks. Rector Khadg KC said that the appointment process has been started by asking for applications for the posts that have become vacant and will be vacant by January. Most of the requested posts are already vacant. He said that according to the criteria specified in the regulations, the selection and recommendation committee will make a recommendation for the appointment by conducting a competition among the applicants for 100 full marks.

After the dean appointment, there is a provision to appoint assistant deans on the recommendation of the selection committee chaired by them. According to the Rector's Office, 10 applications have been received in the Department of International Relations and Diplomacy, Conflict Peace and Development Studies, Social Work and Gender Studies. According to the post, administrative, academic experience, research articles, technology, research books, curriculum development, examination and evaluation skills and plans are set separately and the competition criteria is set for a total of 100 marks. Finally, there is a criterion to recommend at least 3 names on the basis of 'merit' after evaluation along with interview. In the regulation, a provision has been made for non-appointment of those who are members of political parties, involved in corruption, questionable ethics and retire before the specified term.

A selection and recommendation committee has been formed under the coordination of professor KK Oli in medicine for the selection of dean. A committee has been formed under the coordination of Jivraj Pokharel in Engineering, Hemraj Dhakal in Education, Navraj Kandel in Humanities, Kailash Pyakurel in Agriculture, Premraj Pant in Management, PK Jha in Forestry and Tulsi Pathak in Science. A committee has been formed under the coordination of Professor Madhav Dahal for the appointment of campus heads in individual campuses, Professor Hemraj Subedi to appoint heads of departments and research centers.

Professors say that since 2046, the practice of appointing office bearers based on political affiliation has started. After 2062/063, appointments were started on the basis of political division between Congress, UML and Maoist in most of the posts with more intensity. The posts from Vice-Chancellor, Rector, Registrar to Assistant Campus Head and the subject departments of the campus were also distributed.

After Vice-Chancellor Baral, Rector KC and Registrar Kedar Rizal were appointed on the basis of competition last year, the pressure has increased on them to compete for other positions as well. They have also promised to proceed with the appointment on the basis of competition. According to the professors, there is still a risk that the competition may be made on the basis of political parties through the holes in the regulations.
