The Abuse of Authority Investigation Commission has filed corruption cases against 1,497 individuals and 48 organizations in the last financial year. From July 2080 to the end of June 2081, the authority prosecuted them in 201 cases in a special court with a demand of 8.5 billion rupees. There are 1,117 men and 380 women among the defendants.

The Authority has filed cases against union, state and local level officials and employees, contractors, middlemen, etc. According to Narahari Ghimire, spokesperson of the authority, most of the corruption cases are related to illegal profit loss. Among the cases filed in the special court, 3 billion 97 crore 98 lakh 84 thousand 8 rupees have been demanded against 1 thousand 14 individuals and 15 organizations for illegal profit loss.

The authority has filed corruption cases against 520 employees in the last financial year. There are 6 special category employees including Chief Secretary Vaikunth Aryal, 30 joint secretaries or assistant secretaries, 82 deputy secretaries, 202 branch officers and 200 assistant level employees below.

Similarly, 106 elected representatives and 148 nominated officials have been prosecuted for corruption. Cases have also been initiated against 32 political appointees with public positions, 739 people who are outside public positions, middlemen and accounting professionals. There are 78 local people's representatives who are involved in corruption cases.

The Authority has filed 48 cases against 85 people for taking bribes during the delivery of public services. 1 crore 91 lakh 60 thousand 500 rupees has been demanded. In 33 cases of damage to public property, 6 organizations and 237 people have been prosecuted with 2 billion 1258 million 91 thousand 916 rupees.

13 cases of revenue leakage and embezzlement have been filed in the special court, in which 1 billion 144 million 74 thousand 438 rupees have been claimed against 27 organizations and 89 individuals. 34 persons have been made defendants for the offense of entering government/public service by submitting fake educational certificates. In other 4 cases, a case has been filed against 11 people demanding 1 billion 61 crore 32 lakh 4 thousand rupees.

According to the thirty-fourth report submitted by the Chief Commissioner of Authority, Prem Kumar Rai, to President Ramchandra Paudel on Sunday, the Authority received 9,268 complaints from the financial year 2079/80 and 26,918 complaints received through various channels in 2080/81. were under investigation. Most complaints to the authority are related to federal affairs and local level. Only 38.91 percent of the total complaints are related to local level and federal affairs. 15.79 percent of education, 6.98 percent of illegal wealth acquisition, 6.49 percent of land administration, 3.61 percent of physical infrastructure and transportation, 3.52 percent of home administration, 2.13 percent of finance and the rest are other subjects.

The authority conducted a detailed investigation on 932 complaints in the last financial year. According to the authority, 13 thousand 500 complaints were sent to Tameli, 496 complaints were sent to Tameli with suggestions and 12 thousand 786 complaints were sent in writing to the government to take legal and other action. 8 thousand 472 complaints pending investigation have been moved for this year.

The 10 Union ministries with the highest number of corruption complaints are the Ministry of Land Management, Home, Education/Science and Technology, Finance, Health, Physical Infrastructure, Tourism, Energy, Communication and Industry, Commerce and Supply respectively. The number of complaints related to the Union Government and its agencies/offices is 12,636. There are more complaints related to ministries that are similar in nature to the federal ministry in the state. Last year, it seems that 4,379 complaints were filed against the ministries and agencies of all the seven provinces.

In the fiscal year 2080/81, 233 cases filed by the authority were decided by the special court, in which 45 cases were fully adjudicated and 107 cases were partially adjudicated, according to the authority. The proportion of convictions with full and partial convictions is 64.81 percent overall. Dissatisfied with the decision of 92 special cases in the last financial year, the authority went to the Supreme Court for appeal. In the last financial year, the authority filed some big cases of irregularities in the Melamchi drinking water project, purchase of widebody aircraft, alcohol excise printing, security printing center equipment, etc. in the special court, but the investigation of high-ranking political and administrative scams has not yet been completed.

Ghimire, the spokesperson of the Authority, said that bribery/embezzlement in public service delivery, embezzlement and damage of public property, illegal registration of government/public land in the name of individuals, irregularity in public procurement, fraud in driver's license, acquisition of illegal assets, and corruption through revenue leakage are prevalent. He said that everyone should be united against this. Only a few months ago, the authority called the secretaries of the Nepal government to the office and gave 48 points of instructions to control corruption and maintain good governance, but some of the instructions have not been followed.

The authority has also been accused of ignoring corruption cases involving political figures and high-level employees/officials. Spokesman Ghimire said that the corruption offenses are not big or small and the cases where the investigations have been completed have reached the court and many complaints are under investigation.
