He was made a non-departmental minister on July 9 and was given the responsibility of the forest ministry nine days later. According to Congress Lumbini Pradesh Parliamentary Party leader Dilli Chaudhary, Kurmeer resigned on Tuesday. Chief Minister Acharya said that Kurmi's resignation has been received and the resignation will be accepted on Wednesday.

Ruvi Khan, a rights activist who has been protesting continuously for Nirmala Kurmi's justice, said that Badshah's resignation will not be enough and the protest will continue until the case against him reaches the court.

'Don't make eye contact in the name of resignation. Resignation is not a big thing, the government should not make a way for the guilty to escape. Our demand is not for resignation, but for the accused to be removed from parliament and the case should be brought to court," Ruvi said to Kantipur, "We have a clear opinion that the insensitivity shown by the government regarding women's issues should not happen anymore.

She said that the protest will continue until justice is served. The last time it was 33 days of the fifth phase of the protest and the protest will not be suspended until the case goes to the court. Badshah was elected as a provincial MP from Banke 3 (2) in the 2079 election. It is alleged that Badshah is involved in the suspicious death case of Nirmala Kurmi of Nepalganj-17 Paraspur.

At the same time, the Congress not only won Kurmi by raising him as a state MP, but also made him a minister after the last power equation was changed. While the committee led by SSP Dinesh Acharya and SP Kamal Thapa suggested further investigation and action against Badshah. SSP Acharya's report concluded that the accused should be prosecuted for fraud, criminal treachery, criminal gain, bribery and money laundering, even though a year and a half ago, the report has been kept secret. Due to which Kurmi is still outside the scope of action.

Nirmala Kurmi died suspiciously on Chait 14, 2076. After Nirmala's death and the property in her name was also embezzled, on Chait 20, 2077, Mankumari Gupta, a central member of Women's Rights Forum Banke, filed a complaint against Badshah and others at the District Police Office Banke. After that, the Banke police and the Central Bureau of Investigation (CIB) conducted separate investigations and concluded that Badshah should be prosecuted. However, the police were blocked without further investigation.

On February 3, 2079, the police head office sent a five-member investigation committee to the field under the leadership of SSP Dinesh Acharya, including SP Navraj Adhikari, DSPs Bishnuprasad Soti and Madanjit Mahara and Inspector Ramkrishna Prasad Pathak, and this committee recommended action against Badshah for five offences. Acharya's committee gave an opinion to prosecute Nirmala Kurmi with the conclusion that the Badshah group took Nirmala Kurmi by force and subjected her to 'physical, mental and psychological distress' and usurped her property. Badshah was forced to resign after about a month and a half due to all-round protests after he was made a non-departmental minister last time.

The police head office sent the report of the Acharya-led team to the Banke police for implementation on October 3, 2080. Mahlu Kurmi, husband of Nirmala of former Paraspur gauis-9 (currently Nepalgunj sub-metropolitan city-17) of Banke, died on 28th Mansir 2062. After that Nirmala was living with her 2 sons Ramsagar and Sureshkumar. Ram Sagar died on 16 November 2066 and Suresh Kumar on 27 November. At that time, Nirmala had 4 bighas, 8 katthas, 10 dhurs of farmland and 1 kattha of 16 dhurs as homestead. The investigation revealed that Badshah and his group hatched a conspiracy to embezzle the property of Nirmala, who became helpless after the death of both her sons. After the

, Nirmala married an Indian citizen, Makul Kurmi, and although it is said that she died on 14 Chait Jagannathpur, Uttar Pradesh, India, her death is linked to property embezzlement and Kurmi's involvement in it is mentioned in the police investigation and Kitani's complaint.

According to Kitani complaint filed in Banke police on 20th of Chait 2077, on 10th of January 2075 at around 10 am, Badshah Kurmi, Krishnamurari Singh, Kubar Babban Singh, Urmila Kanaujia, Ammarlal Kurmi, Dhirendra Singh, Ramesh Thapa, Parvati Bista, Indian citizen Munim Kurmi and Nirmala was abducted with the connivance of four other Indian citizens who did not have citizenship. At that time, it is claimed in the complaint that he was forced to hand over the real estate in his name and that he was killed and disappeared due to fear of exposure.

SSP Acharya's committee has also revealed the matter of holding Nirmala hostage for embezzlement of property to confirm Kitani Zaheri. After being involved in the Nirmala case, Banke police initially arrested Badshah and 7 others and took their statements, but later released her under pressure. After that, a movement was held in Banke from August 13 to 19, 2078, demanding justice for Nirmala under the leadership of rights activist Ruvi Khan on behalf of Mahila Adhikar Manch.

In that sequence, the rights activists and locals came to Kathmandu on October 20, 2078 on foot from Nepalgunj to press for justice and sat on hunger strike at Maitighar. After that, the Maitighar movement was suspended after the government formed a committee under the leadership of Hiralal Regmi, joint secretary of the Ministry of Home Affairs, and promised to take action against the culprits. However, later the government commitment was not implemented.

Again, although the police headquarters formed a team under the leadership of SP Kamal Thapa on February 25, 2078, the mechanism was kept under pressure and a fair investigation was not allowed. After that, Acharya's committee conducted a thorough investigation in February 2079 and gave an opinion that people including Badshah should be prosecuted for crimes including kidnapping and body restraint in the Nirmala case. In the Acharya's report, it was concluded that 'with the involvement of people including Badshah Kurmi, Nirmala was subjected to physical, mental and psychological tragedy by usurping property/eating.'

The police report states that 'on the basis of the role played in the crime, the Civil Act, 2020, forgery of labor documents, fraud under Section 249 of the Civil Code, the offense of criminal treachery under Section 252, the offense of non-payment of criminal benefit under Section 253 and the offense of labor and property under Section 276 A report with the same opinion was sent to Banke in October last year for further investigation and prosecution.
