The National Human Rights Commission has instructed not to appoint the disputed persons to public positions. The commission gave this instruction on Wednesday saying that it appears that there is a process of appointing and recommending and appointing controversial persons who have been charged with criminal charges and are under state action and investigation process at various responsible levels of the government, the constitutional council and the state.

Recently, the Constitutional Council has recommended Krishnaman Pradhan, who was accused of sexual exploitation, as the Election Commissioner, while only on Wednesday, Nepali Congress leader Badshah Kurmi, who was accused of killing in Lumbini, has been made a minister. The

commission has reminded that the people who are appointed to the state agencies should have a socially clean image, no controversy, high moral character and not legally convicted of criminal charges.

A decree has also been issued by the Supreme Court (N.K.P. 2073 February, Part 58, Decision No. 9710) that the most qualified person should be appointed to the state agencies only after determining the qualifications and abilities according to the official responsibilities on an objective basis. Appointing socially and legally conflicted persons is contrary to the rule of law and this leads to impunity and also destroys the trust of the public towards the state agencies,' said Tikaram Pokharel, the spokesperson of the commission, in a statement. The commission instructs the relevant agencies including the government of Nepal not to make appointments to public bodies
