According to Article 100 (2) of the Constitution, only 63 members of parliament voted in favor of Dahal's proposal, including the Maoists, RASWP and Unified Socialists. There were 194 votes against. Congress, UML, RPRPA, Jaspa led by Ashok Rai, Jaspa Nepal led by Upendra Yadav, Janmat, Civil Immunity and other parties voted against Dahal's proposal. Nemkipa's Prem Suwal remained neutral. During the division of votes, 258 MPs participated in the House of Representatives.
