  • It seems that the government is expected to produce 1560 megawatts of electricity within the next financial year, but it does not seem possible if we look at the past production figures.

The government has set a target of reaching 4500 megawatts in total electricity capacity within the next financial year. Presenting the government's policy and program for the next fiscal year in the joint house of the Parliament on Tuesday, President Ramchandra Paudel said that the total connected electricity capacity will reach 4500 megawatts within the next fiscal year. He said that the total connected electricity capacity has reached 2,940 megawatts so far in the current financial year.

It seems that the government will be able to produce 1560 megawatts of electricity within the next financial year. But looking at past production figures, this does not seem possible. The economic survey of 2075/076 showed that the total connected electricity capacity reached 1142 MW by February of that year. By February 2076, 213 megawatts were added and the total installed capacity reached 1355 megawatts. It is mentioned in the economic survey that in February 2077, 103 megawatts were added to reach 1458 megawatts.

Only from February 2077 to February 2078, the maximum 747 megawatts of electricity was added to the total electricity connected capacity. Till February 2078, 2205 MW of electricity was being produced. It is mentioned in the economic survey that the total electricity connected capacity has reached 2666 MW till February in 2079. According to the Nepal Electricity Authority, 309 megawatts of electricity will be added to it by next June. The authority claims that 1500 megawatts of electricity will be connected to the national transmission line in the coming financial year.

President Paudel informed that electricity export to neighboring countries India and Bangladesh has been ensured. Last May, during the visit of Prime Minister Pushpa Kamal Dahal to India, a bilateral memorandum of understanding (MOU) was signed for medium and long-term electricity trading. According to the same agreement, 200 MW of electricity was exported to Barkha by entering into a medium-term purchase and sale agreement (PPA) with the Electricity Trading Corporation (NTPC).

Seven months after the signing of the memorandum of understanding, a long-term agreement has been reached to export 10,000 megawatts of electricity in the next 10 years during the visit of Indian Foreign Minister S. Jaishankar to Nepal last December. The price and other procedures have not been finalized. As the government said, there is no agreement to export electricity to Bangladesh. Lately, there has been an informal agreement between Nepal and Bangladesh to provide electricity at the same price as given to India. But a formal agreement is yet to be made.

The government has announced that the construction of the Budhigandaki hydropower project and the Nalsingad reservoir project will be carried forward in the coming financial year. It is also mentioned in the policy that the pre-construction works of Dudhkoshi Reservoir hydropower project will be completed. "Implementation of upper Arun, Phukot Karnali, Tamakoshi-5, Jagdulla, Chainpur Seti hydropower projects will be started with financial management," the policy and program says, "Ghunsa and Simbuwa hydropower projects will be advanced under the concept of remit hydro." A detailed feasibility study of the Karnali-Chisapani hydropower project will be completed.

It is mentioned in the policy and program that strengthening, expansion and upgrading of national and international high-capacity electricity transmission lines will be done. "Construction of Hetaunda-Dhalkebar-Inaruwa transmission line will be completed, construction of Budhigandaki Corridor transmission line will be started," it is said in the policy and program, "New Butwal-Gorakhpur section transmission line construction work will be advanced." The construction of Inaruwa-Purnia and Dododhara-Bareli international transmission line will be decided and the construction will be started.

The government has said that electrification will be done in the remaining areas of Karnali and Sudurpaschim Province within the next financial year. President Paudel has said that 98 percent of people have access to electricity so far. The government has informed that the construction of transmission lines and substations, which have been stopped for a long time due to various reasons, has been completed and the electricity transmission and distribution has been facilitated.
