  • 22 bigha 11 katha land returned by police after paying 20 crore interest

45-year-old Vikram Thakur of Parsa Kalikamai Rural Municipality-5 took a loan of Rs. Sahu paid Vikram's wife Poonam Devi a capali tamsuk of 15 lakh rupees for that.

Bikram has paid 7 lakh 32 thousand rupees to the creditor for the principal and interest of the said 3 lakh loan. Thakur says that when he took a loan of 3 lakhs, the creditor bounced a check filled with 9 lakh rupees and auctioned his 5 paddy fields. He said that the moneylender has already auctioned 1 katha 6 dhur land for Kapali Tamsuk. He said that 16 kattha fields in the name of Ambika Thakur's father have also been stopped by the creditor.

Lal Babu Yadav of Birganj Metropolitan City-18 Sauraha, who had taken a loan of Rs 3 lakh from Umesh Chauhan of Bindwasini rural municipality two years ago, took a loan from the bank 15 days later and paid Rs 3 lakh 18 thousand to Chauhan as principal and interest. At the time of giving the loan, Chauhan took a blank check with a tamsuk of 9 lakhs. However, Yadav's complaint is that Chauhan made a mistake by bouncing a check of 30 lakh rupees.

Many meter-bagger victims like Vikram and Lalbabu expressed their pain in an interaction program and discussion forum on meter-bagger problems and solutions held in Birganj on Tuesday. Most of them complained that even though the interest was several times higher than the principal, the moneylender auctioned the farm itself.

In the event organized by Farmers Labor Movement Bhojpura Command Parsa against meter interest, efforts were made to find a solution to the dispute by listening to the pain of the victims and informing the relevant agencies about it, said Shambhu Prasad Yadav, President of Birganj Metropolitan Municipality of the organization. "Our effort is to put an end to the perversity of the poor people like Dhamira in Terai," he said. DSP Deepak Bharti, spokesperson of Parsa Police, says that they are looking into 2,140 complaints so far. Earlier, the District Administration Office started looking into such complaints from April 2080, according to the decision of the Federal Government, the Administration Office handed over all the complaints to the police from March 17, 2080.

DSP Bharti said that out of 1,661 complaints handed over to the police by the district administration, 220 complaints have been decided and 540 new complaints have been registered with the police. During this period, 11 people were arrested in 13 complaints after the efforts to solve the problem by keeping both sides were not successful . Out of the total complaints, 932 police and 220 complaints were filed by the administration, 1 thousand 152 complaints were resolved through discussions and 1 thousand 36 complaints are yet to be reconciled, he said.

In the total complaint, the creditor has a demand of 3349 million 30 thousand rupees, and the victim has already paid 20 million 54 million rupees according to the law. Similarly, 22 Bigha 11 Kattha 12 Dhur 13 Kanwa land has been returned to the debtor from the creditor. During this process, the money and land of the debtor were returned by the decision and efforts of both the court and the police, he said.

DSP Bharti says that the provisions related to unfair transactions have been amended in the Criminal Code 2074 and the legal process has been initiated accordingly. He claimed that the Parsa police had the most success in working on such cases in Madhes province. "In terms of success in this case, Parsa Police is now number 1 in the province," he said, "and efforts are being made to solve the remaining complaints."
