The National Human Rights Commission has said that attention has been drawn to the incident of bomb blast at the house of Aitaraj Kerung in Dandagaon, Phalelung rural municipality-5 of Panchthar.

The Commission has instructed to conduct an impartial investigation into the incident that resulted in the death of innocent children and to take action against the culprits. Tikaram Pokharel, the spokesperson of the commission, issued a statement on Friday and informed that the commission has instructed the government to arrange for free and effective treatment of the injured, to arrange compensation for the families of the injured and the dead, and to neutralize such explosives that were left haphazardly to prevent the recurrence of such incidents.

Two children were killed in the explosion that took place on Thursday evening and one is still undergoing treatment. The commission has also said that it is monitoring the incident on the spot.

'Four children were injured when explosives exploded while children were playing near their house, two-year-old girl Prinsa Sanwa died on the way while being taken for treatment, another 11-year-old boy Dipsan Sanwa died during treatment at the hospital and the other injured were treated at Panchthar District Hospital. It has been found from the commission's ongoing monitoring,' the commission said.

The Commission has expressed regret over the incident saying that the blast is against the comprehensive peace agreement made eighteen years ago. Point No. of the comprehensive peace agreement. In 5.1.4, it is stated that 'Both sides will inform each other within thirty days of mapping and storage of landmines and landmines used during the war and assist each other in deactivating and eliminating them within sixty days'. There is a suspicion that there may be explosive substances,'' the commission said through a statement, 'even after eighteen years of the comprehensive peace agreement, the victims of the armed conflict who are waiting for justice have not been able to get justice and the commission has repeatedly recommended to remove this type of explosive substance and to inform the commission about its progress. In this context, it is very sad that children have to lose their lives due to explosions.'
