Sudurpaschim again brought the budget

On June 1, Surendra Bahadur Pal presented the budget as the Minister of Economic Affairs. On Monday, Economic Affairs Minister Bahadur Singh Thapa presented the budget.

In the budget statement presented by Economic Affairs Minister Thapa in the state assembly on Monday, 18 billion 76 crore 25 lakh 23 thousand i.e. 59.32 percent has been allocated towards capital. Earlier, the size of the budget submitted by the Minister of Economic Affairs Pal of the government led by Galg Bahadur Sodari in the state assembly on June 1 and the budget presented by the Minister of Economic Affairs Thapa of the government led by Kamal Bahadur Shah is the same.

Minister Thapa has also maintained the previous government's estimate of the source of the budget presented. Under this, the internal revenue is 1 billion 607 million 15 million, the amount of revenue sharing from the union is 9 billion 999 million 19 million, the financial equalization under the grants from the union is 8 billion 72 million 27 million, the conditional grant is 3 billion 133 million, the supplementary grant is 1 billion 42 million, special grant 556 million, royalty of natural resources 44 million 55 thousand and last financial year's balance 6 billion 15 million 83 million 58 thousand has been considered as base. Before presenting the budget statement, Minister Thapa proposed to withdraw the budget statement and other bills related to the budget submitted by the previous government. After the resolution was passed, Minister Thapa started presenting the budget statement for 081/82 in the meeting.

However, MPs from the opposition party Maoist Center and United Socialist Party have boycotted the meeting saying the process of bringing the budget is unconstitutional. They left the meeting room. Only RPP MP Khemadevi Bista and independent MP Tara Joshi were present on the opposition bench on Monday. Before boycotting the meeting, the leader of the Maoist Center Parliamentary Party, Man Bahadur Dhami, said that he will not witness the unconstitutional act of presenting the budget twice in the Parliament for the same year.

Earlier UML, Maoists and civil emancipation were partners in the Sodari-led government, but now UML and civil emancipation are partners in Congress Shah's government. After the UML left the government, the budget brought by the Sodari-led government was stalled. As the budget was stuck, the Far West was without a budget for two months.

Minister Thapa has only changed the budget numbers of other programs by keeping the total size of the budget the same. Most of the language and points of the budget statement have been retained as before. Sudurpaschim has also adopted the parliamentary practice of bringing the budget twice for the same financial year. However, lawyers and political parties have their own arguments about that.

The government that allocated the budget by giving priority to physical infrastructure development has allocated one billion more than the budget allotted to the said ministry by the previous government. Currently, 46.15 percent of the total budget i.e. 14 billion 59 crore 78 lakh 84 thousand has been allocated to the Ministry of Physical Infrastructure Development. In the budget submitted on June 1, 13 billion 35 crore 92 lakhs or 42.24 percent of the total budget was allocated.

The second most budgeted ministry is the Ministry of Social Development. 21.99 percent i.e. 6 billion 95 crore 51 lakh 55 thousand has been allocated to this ministry. The government has allocated 3 billion 38 million 17 lakh 60 thousand towards the financial transfer to the local level.

The program of creating a master plan for the upliftment of the Dalit community by declaring the Dalit Rights Decade proposed by the previous government is still being maintained. The government has programs such as studying and earning in agriculture programs, agricultural service in the palm of your hand, modern agricultural system, Bhimdatta Pant Agricultural Award, farmer registration program to prepare data on farmers, don't be lazy to raise livestock and livestock, interest on agricultural and livestock loans will be given by the state government.

The government through its budget statement has mentioned that it will create a master plan for the upliftment of the Dalit community by declaring the Dalit Rights Decade from the next financial year. According to Minister Thapa, priority has been given to the integrated settlement development program, digitization of transport management, development of Badimalika Khaptad, Ramaroshan, Baidyanath, Ugratara, Tikapur Park and other tourist spots.

Tourism programs are organized in religious and tourist places. A model school in the provincial constituencies of all nine districts, a model child development center at every local level, improvement of children's nutrition, program for higher education of children of Badi community, medical education scholarship, completion of construction of sports academy in Tikapur, encouragement of the best athletes of the province are included in the programs mentioned in the past. .

With the slogan 'Tourism infrastructure is the basis of rich development', development of Khaptad, Badimalika, Ramaroshan and other areas, construction of tourism circuit, Premsingh Dhami Byas special program, establishment of tourism assistance center at the border crossing, sports tourism in Khaptad and other programs are under tourism development.

For Bayalpata Hospital, which has been heavily criticized for two years due to non-allocation of budget, 75 million has been allocated under the title of waste management in the budget. The government has also prepared to take a shorter route to pass the budget. For that, the Ministry of Economic Affairs has provided budget statements, economic laws, annual programs, appropriation bills, expenditure estimates and other budget-related details on a pen drive.

Earlier, after the presentation of the budget statement, the ministry used to print and distribute annual development program books. Now the discussion on the budget is going to be shortened. Social Development Minister Meghraj Khadka said that the budget is ready to be passed within a day or two.
