Earlier, the UML and civil liberties government under the leadership of Gallagh Bahadur Sodari had stalled in the discussion of the budget presented in the provincial assembly on June 1. After the collapse of the Sodari-led government, the Congress-led UML and civil liberties government was formed on July 21. This government is about to bring a new budget.

Although Chief Minister Shah said that the budget will be made transparent by preparing four bases, the current government is going to include the program of giving budget to the parliamentarians for the plans in the past through a roundabout way. Even though it has not been named Constituency Development Fund (MP Fund) as in the past, the government has prepared to include it in the plan budget by allocating an amount equal to 4 crores to directly elected MPs and 20 crores to proportional MPs. The government has allocated 1 billion 700 million for the scheme recommended by the parliamentarians. "Influential parliamentarians may have more budget plans than that," said a minister.

Stakeholders say that the budget has had an all-round impact in the Far West, where the budget has been in a vacuum for four months. In previous years, the budget came on June 1 and was implemented from July 1. But so far this year, all economic activities have come to a standstill. While the employees have not received their salaries, the daily administrative work of all the offices of the state government is also running on loans.

The parliamentarian himself says that when the budget is delayed by two months, its implementation will be seriously affected. "If the budget had come in June, all preparations would have been made to implement the program before Dasain," says Congress MP Prakash Deuba, who is also a former minister. In the past years, after the Krishi Gyan Kendra gave transportation subsidy, Bajura apples used to reach cities including Dhangadhi. But this year, the apples grown by the farmers of Bajura have not been able to be transported. In the past, the Krishi Gyan Kendra under the state government helped in transportation. But this year, because there was no budget, that facility was not available. That's why the farmers here have been able to send apples," said Bharat Bahadur Rokaya, president of Swamikartik Khapar Rural Municipality of Bajura.
