Parliamentary Hearing Committee has approved the names of 16 ambassadors proposed by the Council of Ministers for 17 countries. The committee approved 12 people unanimously and four people by majority on Thursday. The committee has reserved its decision regarding the proposed ambassador to Sri Lanka Ramakrishna Bhattarai due to the non-submission of the certificate of educational qualification.

Shivamaya Tumbahangfe for South Korea, Jangab Chauhan for Russia, Prakashmani Paudel for Portugal, Rita Dhital for Pakistan, Shail Rupakheti for Germany and Sumnima Tuladhar for Denmark were unanimously approved by the parliamentary committee. It was unanimously decided to approve Krishna Prasad Oli for China, Naresh Vikram Dhakal for Saudi Arabia, Ramesh Chandra Paudel for Qatar, Salin Nepal for Spain, Chandrakumar Ghimire for Britain and Lokdarshan Regmi for America.

Shankar Sharma for India, Kapilman Shrestha for South Africa, Dhanprasad Pandit for Israel and Netraprasad Timalsina for Malaysia have been approved by majority decision. They were approved by the ruling Congress and UML and the main opposition Maoist Centre. Dolprasad Aryal of RSVP maintained that Shrestha, Pandit and Timalsina should not be approved under any circumstances. After the ruling and main opposition parties decided to approve the name, Aryal dissented. Prakash Adhikari of Jaspa Nepal wrote a dissenting opinion on the decision regarding approval of Shrestha, Pandit and Timalsina as well as the proposed ambassador to India Sharma.

Aryal of RSVP and JSPA Nepal officials argued that Article 248 (8) of the Constitution prevented Shrestha from becoming an ambassador. In the written dissenting opinion registered by Aryal in the committee, it is mentioned that Shrestha, the proposed ambassador for South Africa, does not even have a high moral character. A person with high moral conduct should be appointed to the post of ambassador. According to Article 248 (8) of the Constitution, a person who has been a chairman or a member of the National Human Rights Commission cannot go to other government services,' Aryal wrote, 'He is not eligible for appointment as an ambassador because of his lack of moral conduct.' Jaspa Nepal's parliamentary officer has written a different opinion with the argument that even Shankar Sharma, proposed for India, should not be made ambassador. "I have a different opinion on the fact that Sharma has been recommended as India's ambassador again, contrary to the rule that ambassadors will not be appointed again," said the officer. Sharma, who was appointed ambassador to India in March 2078, was recalled by the Pushpa Kamal Dahal-led government last May. Last month, the Congress-UML coalition government recommended Sharma again as ambassador to India. As for Bhattarai, the proposed ambassador for Sri Lanka, the committee has decided to withdraw the documents and hold another meeting as he has not received the graduation certificate.

The proposed ambassadors submitted their action plans and experiences to the committee by August 27. After that, the ruling UML and Congress were engaged in discussions on how to take a decision regarding them. A discussion was held between Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba to resolve the confusion on how to proceed, especially since complaints were filed against the proposed ambassadors for India, South Africa, Israel and Malaysia and the parliamentarians expressed dissatisfaction with their presentation. Prime Minister Oli said that the committee should make the necessary decisions regarding the proposed ambassadors, while Deuba told the committee members that all the proposals should be approved.

Since Thursday morning, Congress chief whip Shyam Ghimire and committee member Gyanendra Bahadur Karki and UML chief whip Mahesh Bertaula took the initiative to get the parliamentarians of their respective parties to approve all proposed ambassadors. In the committee meeting, the ruling party MPs argued that there was no legal place to stop the proposed ambassadors Sharma, Shrestha, Pandit and Timalsina. UML's chief whip Bertaula said in the committee meeting to decide, "Let's not question their appointment as the proposed ambassadors are not legally qualified." Karki insisted, "We have heard and discussed enough about the proposed ambassadors."
