It has been 9 years since the constitution was promulgated. During this period there were two general elections in Nepal, two major parties were in power while the other was in opposition. Congress has 88 seats and UML has 78 seats in the House of Representatives, while the third party Maoist has 32 seats and the fourth party RSVP has 21 seats. A new power equation has been formed between Congress and UML. On Friday, comments were made in the House of Representatives on the new government to be formed under the leadership of UML President KP Sharma Oli. Congress and UML leaders said that the newly formed government would work in the interest of the country, while Maoist, RSVP and other parties claimed that the Congress-UML alliance would not serve the interest of the country. While taking the vote of confidence in the House of Representatives on Friday, Prime Minister Pushpa Kamal Dahal commented that the initiative of national consensus can be taken in broad daylight with open information of the people. He said, 'If the intention was right, the discussion of national consensus could have been started in this honorable parliament. The fact that you are in a conspiracy, not a discussion, is confirmed by the place and time you agreed upon. There is no fear of that level when working naturally and rationally. Dahal asked the new government to be formed between the two major parties not to lead the nation to unnecessary conflict in the name of amending the constitution by violating the agreement and engaging in deception.

It is said that there should be a strong opposition in a democracy. Therefore, when the first party is in the government, the second party is in the opposition. However, after 8 years, the power equation has become between two big parties in Nepal. Chief Whip of Congress, Ramesh Akhtar, said that the new government formed by Congress and UML should ensure political stability through constitutional amendment. He said, "Congress and UML are ready to review the constitution and make it stronger." In the coming days, we will involve other political parties as well. RSVP President Ravi Lamichhane, who is also the Deputy Prime Minister and Home Minister, commented that till today, except for a few leaders, they do not know why the Congress and UML reached an agreement. Asserting that even Congress and UML parliamentarians are not aware of what is written in the agreement, he said, "Neither the nation knows this agreement, nor the parliamentarians of the parties who agreed." Is there agreement? What kind of agreement would be made in the middle of the night at a businessman's house?'' He expressed doubts about the agreement and added, 'When the agreement made in a businessman's house without the knowledge of the country or the people is labeled as national, the words nation and national have been debased. This is not a national consensus.'

Gyan Bahadur Shahi, chief whip of RPP, mentioned that there will be an equation between the big parties and if the conditions are not met, the government will collapse. Metmani Choudhary, chief whip of United Samajwadi Party, asked Dahal not to blame Congress President Sher Bahadur Deuba for the collapse of the current ruling coalition. He estimated that the situation would be favorable to Dahal again after four months, saying that the relationship with Deuba should be kept in balance.

Chaudhary also asked Congress and UML not to do unconstitutional work. Also, Jaspa President and Member of Parliament Ashok Kumar Rai clarified that change of government is a natural parliamentary exercise. He said that he supported the equation based on the belief that Congress and UML had agreed for the good of the country.
