'The 7-point agreement between Congress and UML is the minimum common program'

Bertaula said that as the basis for the formation of the government is the seven-point agreement between the two parties, the alliance will proceed accordingly. He said that even though the government has brought a minimum common program, it has not been rushed because there is no need to include it in the policy and program and budget and pass it by the parliament.

'The seven-point agreement between Congress and UML is the guiding political principle of this government. The government moves forward with this seven-point political principle and political understanding. Outside the question is when will it come ? This is the situation that should be delayed,' he said, 'The 7 points between UML and Congress are the minimum common program of government operation.'

Chief Whip Bertaula says that the government is not under the constitutional obligation to present a minimum common program. "Until an announcement is made as a minimum common program, these 7 points are the minimum common program for us, based on this, we will move forward," he said, "There was an agreement on seven points between the Congress and the UML, and the government was formed on the basis of that agreement." The program, standards and the way the government operates with a minimum of government operations are around these seven points.' On the night of June 17, Congress and UML agreed on seven points. The agreement was made public by Prime Minister KP Sharma Oli on July 6 while presenting a proposal for a vote of confidence in the House of Representatives meeting.

According to Prime Minister Oli, the 7 points of agreement between Congress and UML are as follows:

1. To protect the national interests according to the wishes of the common people, to maintain good governance in the country by controlling corruption, to speed up the nation's development campaign and to form a government of national consensus under Article 76 (2) of the Constitution by involving other political parties for political stability.

2. After the implementation of the constitution, the government of national consensus will review the strengths and weaknesses and complexities that have emerged in practice and give priority to the necessary amendments to the constitution and the creation of appropriate laws for political stability.

3. To put an end to the existing laxity in the economy and prepare a sustainable business environment to make the economic activities viable, to encourage internal and external investment and to create sufficient and decent employment in the country.

4. The government of national consensus will be led by KP Sharma Oli, President of CPN-UML, for two years from the date of formation of the government, and then by Sher Bahadur Deuba, Chairman of Nepali Congress, until the election in November 2018.

5. To protect the national interest, to end corruption and maintain peace, to speed up the campaign of development of the nation, to determine the basis of the government of national consensus, to prepare a minimum common program and run the government on the same basis .

6. For the government of national consensus, the leading role of the two major political parties and participation in the government on the basis of equality and other political parties will also be included in the government .

7. Forming the provincial government in accordance with the spirit and sentiments of the government of national consensus and speeding up the work of development at the provincial and local levels in accordance with the sentiments of the people.
