According to the federal structure, the problems seen in the management of health sector employees will be solved during the adjustment of employees at the union, state and local levels. With the Council of Ministers approving the 8-point proposal of the Ministry of Health and Population, the problem of hundreds of employees in the health sector will be addressed.

According to Section 28 of the Staff Adjustment Act 2075, Health Minister Pradeep Paudel prepared 8-point proposals to make health staff management more effective and took them to the Cabinet. The Council of Ministers passed the proposal and gave permission to proceed with the adjustment process of health workers working at the union, state and local levels.

During the adjustment, the health workers who are in the process of adjustment, those who are adjusted to the level without posts and those who are adjusted more than the posts, will be adjusted to the vacant posts of the respective provinces or local levels within this financial year. With the approval of the Council of Ministers, the Ministry of Health has decided to issue a circular accordingly.

The Council of Ministers has also approved the management of vacant posts by giving priority to the health workers who have been adjusted to the union pool on the recommendation of the medical board and the medical board. This decision is expected to bring more clarity in the management of health workers as well as the reform of the health service sector.

There are eight points of decision

1) If adjustment cannot be made according to the Employee Adjustment Act, 2075, in relation to health workers who are on temporary leave, who are adjusted to the level of non-status, and who are adjusted above the status, according to the Staff Adjustment Act, 2075, the relevant province or local level According to the agreement and the demand of such employees, one time at the state or local level, within the current financial year, the Ministry of Health and Population will adjust the vacant posts.

2) The Ministry of Health and Population will issue an adjustment letter in the case of health workers who have been adjusted at the state and local levels during the staff adjustment process, but the letter is yet to be issued at that time.

3) According to the Personnel Adjustment Act, 2075, the Ministry of Health and Population will adjust the vacant positions of Union/Province/Local level within the current fiscal year, considering the priority of doctors who have been adjusted to Union Bridge and the recommendation of the Medical Board.

4) The Ministry of Health and Population will assign the health workers who are adjusted to the union, state and local levels to work as per the following by ensuring the positions and salaries as per the demand based on the double consent of the state or local level.

7) In the case of a province where there is no law on employee transfer and management, the offices of the health workers adjusted in the province and the health workers adjusted at the local level will be assigned to work as follows, after ensuring the position and salary of the health workers adjusted at the local level within the province.

b. Health workers adjusted at the local level from one local level to another local level within the province.

8) The Ministry of Health and Population will keep the updated details of the employees managed through the mentioned process.
