Aggressive policies and programs against monarchism

Declaration to strengthen the constitution and the federal democratic republican system of governance, and counter any regressive-resurrectionist anarchic activities of any nature against it

The coalition government of the two major parties in the parliament, Congress and UML, has tried to convey a message that it will be firm in protecting the federal democratic republican constitution and controlling activities against it. President Ramchandra Paudel is trying to convey such a message through the government's policy and implementation, which was presented to the joint house of the Federal Parliament on Friday. It is mentioned in the

policy and program that the government is determined to protect the democratic system. "This government is determined to protect the achievements of far-reaching importance brought about by the sacrifices, struggles and movements of the Nepali people by strengthening the federal democratic republic against those who spread rumors about the constitution and system by exploiting the negative thinking that appears in the society from time to time," said the policy and program.

The government has also taken a policy to counter the chaotic activities seen under political cover. It is mentioned in the policy and program to "strengthen the constitution and the federal democratic republican system of governance, to counter any reactionary-resurrectionist anarchist activities of any nature against it".  The RPP has objected to the use of the word

to counter its activities. RPP MP Dhruva Bahadur Pradhan says that the points of the style of showing arrogance of the government have been put in that way. "There are some points mentioned in the beginning with dictatorial style, they are objectionable, it is not appropriate to talk about the fundamental rights of Nepali citizens, human rights," he says, "if any idea is against the government, words are used to suppress it, it should not be included in the policy program."

Policies and programs to curb ambition

implementation of federalism and revision of the constitution consensus  The subject of

ing has also been emphasized in the policy and program. It has been said that the constitution will be reviewed, its strengths strengthened and the process of amendment will be carried forward on the basis of consensus to correct the shortcomings seen during implementation. Earlier it was said that the ruling party would amend the constitution as it wished, but it has been mentioned that it will proceed only on the basis of consensus on policies and programs.

UML president KP Sharma Oli's leadership of the 7-point agreement during the formation of the government is also included in the government's policy and program. Although the government was formed according to the agreement reached on June 17, 2081, the implementation of the agreed policy and program has been emphasized when voices of opposition have started to rise within the coalition saying that there is no attention to implement other points.

The government is being publicly questioned for not being able to improve the economic situation, control corruption and end impunity. At the very beginning of the policy and program, commitment has been made in these matters. "This government is committed to make every Nepalese feel proud of their history and self-respect, struggle and sacrifice, change and achievement, create more hope and trust in the state, increase economic mobility, control corruption and end impunity," the policy and program said.

Maoist Deputy General Secretary Varshman Pun has commented that although the topics mentioned in the policy and program regarding constitutional amendment and protection of the system are good, there is no basis for action. "The basis of this power coalition was to amend the constitution. It seems that nothing has been done in 10 months. There is no credible basis for the amendment of the constitution in the coming days," he added. It is enough to end corruption, maintain good governance and do justice to all businessmen, not at the whim of any middleman.

UML MP Padam Giri, who is also the previous law minister, says that the commitment to amend the constitution has come to make it clear that the government is committed to the foundation on which it was formed. The constitutional amendment will also affect the upcoming budget. That is why the subject of constitutional amendment has been included in the policy and program. This issue has also been included to give a clear message to the public that we are committed to the ground on which the current government was formed,' says Giri, 'The government will embrace the path of constitutional amendment only after making a comprehensive political agreement.' An attempt has been made to answer the questions raised about the federal system by making a commitment to 'coordinately implement the development program of the list of common rights of the union, state and local levels mentioned in the constitution'.

Dissatisfaction was being expressed that the central government was reluctant to give the chief ministers the rights guaranteed by the constitution even though the state government was based on the alliance of the union. "For the effectiveness of service delivery in the federal governance system, coordination and cooperation will be enhanced in the functioning of the federal, state and local governments," the policy and program states. It is also the government's policy to implement the work detailing report prepared to remove the ambiguities seen in the implementation of federalism with modifications.

The commitment to finalize transitional justice, which has been discussed recently among political parties, has also been made in the policy and program. "The Truth and Reconciliation Commission and the Commission of Inquiry into Disappeared Persons will be activated to bring transitional justice to its logical conclusion," the government's policy and program said.

The government's policies and programs will be discussed in the House of Representatives from May 22 to 28. Speaker Devraj Ghimire has set aside time to discuss policies and programs. The agenda for Prime Minister Oli to respond to MPs' views on policies and programs on May 28 has also been decided. The time for MPs to register amendment notices on policies and programs has been fixed on May 20 and 21.

The government is going to amend and construct the necessary laws for the effective implementation of federalism. President Ramchandra Paudel, while reading the government's policy and program for the fiscal year 082/83 at the joint meeting of the House of Representatives and the National Assembly on Friday, said that the law formulation and reform will be made research-oriented by continuous and regular study of the laws made at all three levels.

"National standards for the organization and management of union, state and local levels will be prepared and implemented," President Paudel said, "Interconnection will be maintained in the record management system of the three levels of government employees." The government has said that for the effectiveness of service delivery in the federal government system, coordination will be increased in the functioning of the three levels of government, the ambivalence seen in the implementation of federalism will be removed, and for this, the work elaboration report will be implemented with necessary modifications.

It is in the government's policy and program to make the process of converting the national forest into a commercial recognition forest simple and easy while strengthening the union-province. "With coordination and cooperation between the three levels of government, public transport services will be made accessible, safe and reliable and environmentally friendly," the policy and program says, "necessary policy and legal arrangements will be made to operate transport through the public transport authority using modern technology."

It is mentioned in the policy and program that laws will be amended and created for the effective implementation of federalism and public transport services will be made reliable through coordination and cooperation between the three levels of government. A commitment has also been made to connect the local level with the national and provincial road network through the cooperation of three levels. It is mentioned that the black paper level will be improved through the cooperation and coordination of provincial and local roads.  In the

policy and program, it is also emphasized that the capacity of all three levels of government will be developed in disaster risk reduction and management. It is said that cooperation, coordination and collaboration between the three levels will be made more effective for disaster response. It is also in the policy and program that cooperation and coordination between the three levels will be enhanced for the effectiveness of service delivery in the federal government system.

Modification of the program with the names of the President and the Prime Minister

When the news of corruption and irregularity in the project involving the high level of the government came out, it did not go well, that's why there was an instruction to remove the name of the program running with the names of the President and the Prime Minister. The government has changed the names of the Prime Minister's Agriculture Modernization Project, the President's Women's Upliftment Program, the President's Chure-Tarai Madhesh Conservation Project and the President's Educational Reform Program.

"The Prime Minister's Agricultural Modernization Project will be restructured and continued as a national integrated agricultural modernization program," President Ramchandra Paudel said while presenting the policies and programs for the next financial year. With the aim of increasing the production and productivity of the agricultural sector, the Prime Minister's Agriculture Modernization Project has been implemented for a period of 10 years from 2073/74.

The name of the President's Women Upliftment Program has also been modified. President Paudel said that the President's Women's Upliftment Program will be conducted as a national women's upliftment program. "The modified program will be conducted in a more systematic and effective manner," he said.

It is mentioned in the policy and program that after reviewing the master plan for Chure conservation, the Presidential Chure-Tarai Madhesh Conservation Project will be promoted as a National Chure Conservation Project. It is mentioned in the program that the Presidential Educational Reform Program will be revised and strengthened as a National Educational Reform Program. Apart from this, the government plans to develop the office of the Prime Minister and the Council of Ministers as a center of excellence.

It is mentioned in the program that the Nepal Agricultural Research Council will also be restructured to make agricultural research farmer-friendly and result-oriented. Common people complain that the distribution of agricultural subsidies is arbitrary. The government changed the name after repeated reports of irregularity in grant distribution.

'When the news of corruption and irregularities in projects involving high government bodies came, it was not a good message. For the same reason, there was an instruction to remove the name of the program that was run by combining the names of the President and the Prime Minister,'' said an official of the Ministry of Agriculture.
