Only Congress-UML cannot remove the Deputy Speaker, who will help?

The question of whether the Congress-UML strategy to remove the speaker will succeed or fail will depend on which parties open up by the time the proposal is filed.

Nepali Congress and CPN-UML have started collecting signatures to remove Deputy Speaker of the House of Representatives Indira Rana from her post. In this way, even if the ruling coalition prepares to remove the deputy speaker, it seems that the majority will not be enough.

Looking at the figures of the House of Representatives, it is seen that other parties should be taken with them. The main opposition CPN-Maoist has already said that they are in the opposition, and it seems that the RPP will not be with the government.

Nepali Congress and CPN (UML), the main constituents of the government, have started preparations to remove Rana, but they seem to be preparing without a clear majority.  According to the constitution, a two-thirds majority of the parliament, i.e. 184 votes, is required to remove the Speaker or the Deputy Speaker.

Congress has 88 seats and UML has 78 seats in the 275-member House of Representatives. These two parties have a total of 166 MPs. UML MP Top Bahadur Rayamazhi and Congress MP Mohan Bahadur Basnet are under suspension and will not be able to participate in the voting process. Therefore, only 164 MPs of Congress-UML can participate in the voting . 20 more MPs are needed for two-thirds.

The Ashok Rai-led Janata Samajwadi Party has 7 seats, the Janmat Party has 6 seats, and the Democratic Socialist Party (LOSP) has 4 seats in the House of Representatives. The power coalition currently has only 181 seats with Congress 87, UML 77, Jaspa 7, Janmat 6 and LOSPA 4. For the remaining 3 people, NAUPA or JSPA Nepal or other opposition party MPs should be supported  Seen .

Article 91 subsection 6 (c) of the constitution provides that the speaker or deputy speaker will be removed from office if two-thirds of the members of the House of Representatives pass the resolution that they have not behaved in a manner appropriate to their position. According to this provision, the power coalition has taken the initiative to remove Indira Rana, who was elected as the deputy speaker of the RSVP.

But in the meeting of the Congress office bearers in Budhanilkanth, Chairman Sher Bahadur Deuba informed that they have spoken with the Civil Liberation Party (NAUPA) and the Janata Samajwadi Party (JSP) Nepal, which supported the KP Oli-led government, and will cooperate. Both these parties have already withdrawn their support to the Oli government.

But NAUPA president Ranjita Shrestha has participated in the Congress parliamentary party meeting. She said that the decision to support/not support the proposal of the ruling coalition will be made by the decision of the parliamentary party. However, two edges have been seen within Naupa . Similarly, Sharadsingh Yadav, the spokesperson of Janmaat, has also said that since Congress-UML is in power in Madhesh, they will support their proposal.
