His closest rival Goma Tamang Sarin got 27,249 votes, while Manoj Bhattarai of the Nepali Communist Party got 6,185 votes. Ahead of him, Khotang 1 candidate Aren Rai from the Shram Sanskriti Party won with 16,612 votes.

His closest rival Dev Bikram Rai got 12,714 votes. Hark's Bhojpur 1 candidate Dhruv Raj Rai is also ahead in Bhojpur 1. He is being followed by UML leader Sherdhan Rai. While the wave of the National Independent Party is going on across the country, Sampang, the former mayor of Dharan, has given a shape to his party. In proportional representation, his party has received 76,304 votes as of now.

Rai, who entered parliamentary politics during the Rashtriya Swayamsevak Sangh (RSS) wave, is also the mayor who was elected as an independent candidate in 2079 BS like Balendra Shah. He contested the election in Dharan Sub-metropolitan City with the election symbol of a stick. At that time, he used to give speeches alone on the streets. That is why he did not expect much from winning.

However, voters who were disappointed by the old party voted for him silently. When he was elected in Dharan Sub-metropolitan City with 20,821 votes, Kishore of the ruling coalition (Congress-Maoist) got 16,059 votes and Manju of UML got 12,825 votes.

He asked the voters for votes saying that he would solve the drinking water problem in Dharan for years. After being elected, he He had made his mobile number public saying, "Contact me directly in case of water shortage, line failure, irregularities, and problems."

He was an activist who had been raising his voice against corruption and irregularities for a decade. In 2072, after many houses were demolished on Dhankute Road during the expansion of the Madan Bhandari Highway, a protest was led by Hark. Many supported the campaign and it became a means of introducing him throughout Dharan. From the sit-in against the land mafia grabbing the land of Mahendra Multiple Campus, Hark protested by planting flowers on the road to protest the unfilled potholes on Dhankute Road.

Hark protested in Dharan on 27 Paush 2078 after India released a new map including Kalapani, Lipulekh, and Limpiyadhura. He also demonstrated in support of Kulman Ghising when he was removed as the Executive Director of Nepal Electricity Authority. The slogan of the campaign launched by the group including Hark in favor of Kulman was, 'Keep Kulman in that position, which is the wish of three crore Nepalis.' He used to run such campaigns under the conscious independent Dharan campaign.

After being elected mayor, Hark started trying to bring water from the Kokaha River in Dharan-20 through Barahakshetra Municipality to Dharan from the dense jungle. He launched a campaign saying, 'Give water to thirsty Dharan' and brought water to Dharan market within about four months of becoming mayor. Hark, who was determined to fulfill the promise he made while going door to door after being elected mayor, brought water from the Khardu and Nisane rivers to Dharan through Shramdan. After the water came, he posted a video on social media and said, 'We have only connected Khardu and Nisane, Sardu is left to be connected. After Sardu is also connected, the fountain will be even bigger.'
