Kailali prison, which is supposed to be safe and quiet, was vandalized on Friday midnight. There was a beating between the prisoners and one person died. 48 people were injured in the incident. Kailali Jail, which has a capacity of 150 people but holds 700 prisoners, is in turmoil after this incident.

1. How did this event begin?
About five times more prisoners than capacity and weak prison administration . That's why the Kailali prison was disturbed for some time.  On June 2, 28-year-old Harish Singh Pali of Bhageshwar Rural Municipality 5 of Dadeldhura died on the second day of his transfer to Kailali Jail. Although it was said that Pali fell ill suddenly, it was suspected that Pali died due to beatings due to Nildam on the body. Due to lack of sufficient research on this matter, the incident was confined to secrecy. 

There are different groups of prisoners inside the Kailali prison. Out of which people from Jayandra Shah's group and Navin Rawal are the two main groups . Between these two groups, there are fights and clashes from time to time. Recently there was a clash between these two groups on 23rd July and 28th June. On 23 July i.e. last Friday, the prisoners in 'A' Block broke the wall of the block and reached 'B' Block. made a deadly attack. 36-year-old Bharat Chaudhary of Dhangadhi sub-metropolitan city 4 died in the clash. 48 people were injured. Two of them had to be sent to Kathmandu for further treatment.

2. What happened after this incident ? 
After the incident on Friday night, Kailali jail remained under the control of prisoners until Sunday evening. The prisoners kept a gas cylinder at the main entrance of the prison and threatened to set it on fire. None of the security personnel, prison administration staff could enter. There was confusion about the situation inside.

About 42 hours after the incident, the prison administration, security personnel and the team of the National Human Rights Commission were able to enter the prison. Counted the prisoners . According to the calculation, the prison administration informed that everyone's condition is normal. Jalandhar Bhushal, an officer from Banke, has been posted to Kailali by the Jail Management Department. Reached Bhushal Jail and established contact with the prisoners. 

3. Was the prison administration at fault in this incident? More prisoners than
capacity and frequent skirmishes. Despite being aware of this situation, the prison chief Basant Khatri was on leave from June 31. Subba Gyanendra Ojha, the deputy after the officer, took over the responsibility of acting. After a few days, he was also given the responsibility of the acting chief by the buyer Ramkumar Choudhary . Acting Chief Chaudhary could not understand the seriousness of the two groups of prisoners and the frequent clashes and violence. He himself said to Kantipur, 'I have just come here, I don't know much about things here.' Home officials have not said clearly why the jailer, who is in such a sensitive position, was given leave and on whose authority was the administration. Chaudhary says that Khatri Sikist is on leave due to illness. 

4. What steps did the home administration take after the incident  ?  The day after the

incident, i.e. Saturday morning 
District Security Committee meeting was held. A five-member investigation committee was formed under the coordination of the Assistant Chief District Officer of Kailali to investigate the clash. The investigation committee has started its work from Sunday . Jailer Jalandhar Bhusal of Banke was appointed as the head of Kailali Jail by the Jail System Department on Saturday itself. Regarding the uncomfortable situation in the prison, Home Minister Ramesh Akhtar called the heads of the security agencies for a discussion on Saturday. About 42 hours after the incident, security personnel entered the prison and took information. 5. What is the situation now ?  The body of the deceased has not been recovered even after four days of the incident . The body of the deceased is in Seti Provincial Hospital. The condition of the prison has become normal. The Armed Police Force has been providing security at the scene since night.
