Excellent service to the blind

Gautam Pokharel, Nepal Telecom Assistant Administrative Officer. Working in the 'Marketing Sales and Support' branch, he interacts with every customer. Those who observe his work, there are hardly any who do not admire his zeal, vigor.

When reaching the office of Nepal Telecom in Sundhara, the customer does not see any difference in his working style, speech and behavior. But when the white stick with him hits the customer's eyes, he asks, "Sir, are you blind?" Doesn't it look like that when you see it?''The white stick he kept with him revealed his identity.

Pokharel says, 'I keep the stick with me so that the people who come here don't bow down so that the customers can recognize me.' He is blind and can use a computer. The ringing phone does not bother him. It has been five years since he started working in telecom. The computer is the tool that makes him work environment. He is working through different software. He says that he is trying to improve his working style with the help of

'screen reader'. He said, 'The increasing development of technology has helped the blind a lot, we have become accustomed to working with digital technology.'

He started government service from the fourth level of Nepal Telecom in the year 2076 and succeeded in the disability reservation through inclusiveness. Pokharel has a long struggle of public service to reach the authority. He says that there is no alternative to getting a job in the government service, but he started preparing for public service. He has the experience of giving exams in Naib Subba, Khiraar in civil sector as well.

says, 'blind and disabled people are not comfortable in private and other areas. If you can read, the government job is safe and easy, so the focus was on public service.'' During the public service preparation, he remembered how many dates, how many he forgot, but he can never forget the date of November 9, 2067. Because he spent 17 years with low vision, he completely lost the light of his eyes from that day.

Did he not struggle to read, walk, work after losing his sight? He from Syangja was sharp in studies. Studied up to master's degree in public administration. "There has been a lot of suffering and struggle due to the eyes, but there are also options. Even though I have lost my eyesight, I have reached here with the help of my ears.' He used a 'digital device' to study public service. He said that he succeeded in this with the help of others in reading and writing public services through YouTube.

Working as a business officer in the 'Marketing and Service Department' of Krishi Bikas Bank, Sunil Dhakal. She is also blind, but her condition is somewhat different. He sees his eyes in the sun where it is easy for him to read and write. But a sunless room is dark for him.

His work area is designated on the ground floor of the bank headquarters in Bhadrakali. Where he is doing his job responsibly. His main responsibility is to listen to customer complaints, investigate/investigate and resolve issues. He does all these work through digital platform. He is solving the complaints received through apps like email, Viber, WhatsApp.

He entered the bank from the fourth level and spent 6 years until he became an officer. This period of experience has taught him a lot. How sweet, how bitter the experience is fresh. Hoothooti, who worked hard and worked hard, learned to work in the bank.

Narrating his experience when he first got the appointment of Lamjung Bensisahar after being recommended in 2075, he says, "The first time I got to Bensisahar after being recommended, I was made without responsibility for 6 months, no trust was placed on me." Everyone was afraid of how to empower the blind in banking transactions. He worked from his own laptop.

The beginning of his work at the bank was to help pay off loans. Only a year after the recommendation, he got an office computer. He says that the happiest moment after entering the bank was getting a computer for him. He is now able to do a lot of work by improving himself and finding work for himself.

Now he has no problem working on a 'digital device'. He says, 'Now I can easily make products like mobile digital devices, mobile banking, and QR codes.' He dreamed of a government bank after being rejected for an interview in a private bank because he was blind. Management studies also gave him more strength. He has worked day and night for this. He said that his way to success is to study on computer while collecting audio material.

He said, 'Our studies are done on digital devices, we listen and we use the computer to write.' He has experienced that when he is not able to write in words in the exam according to what he has studied, he is forced to rely on others for writing. Agricultural Development and Commercial Bank, he took his name in writing in 5 places. In all five of these exams, different people wrote his exams and he passed.

He said, 'Public service will find a writer for us, but if the writer does not agree with his understanding, then there will be problems in writing the exam, it is difficult to write according to the requirements and complete the exam on time.'

The Public Service Commission will arrange the writer itself. Candidates do not have to worry about finding a writer. But in the absence of this system in the Teachers Service Commission, many disabled examinees have to suffer in finding a writer. Bharat Choulagai, a visually impaired teacher of social subjects at the secondary level, said that the lack of scribes causes mental stress during exams.

'Even though I have prepared well, I have always had to face the problem of finding a writer and getting him to join the exam.' He said, 'I have given an exam from a writer who does not know how to write in the current perspective, I have also given an exam from a writer who is very helpful and understands the language. He sees the need for the commission to arrange qualified writers according to the examination of the examinees.  By writing

from others, he openly made a name for himself at the lower secondary level in Gandaki province. In 2079, his first appointment was at Dhanuwas Kalika Secondary School in Kaski. In 2081, he was selected from Wagmati Province at the secondary level and is currently teaching social subjects at Bagh Bhairav Technical Secondary School in Lalitpur.

Joomla He was born blind. Due to being blind, he had to face many social ostracisms. For him, the family left no fault in his studies. He started his studies in Braille from Bardia and Nepalganj and never stopped his studies. He came to Kathmandu and studied up to his master's degree in political science.

After completing one year of BEd studies, he is preparing for teaching service. For that, he took the help of his friends through digital means in the study material. He said that visually impaired people were not given a comfortable environment to study for the exam. He said that there are problems such as not having suitable teachers for mathematics and not having a technology-friendly environment. said, "But by reading, writing and writing to others, an easy environment has not been created to pass."  He is fast in reading

. He does not need the help of others in his work. He lamented that despite being good at teaching and explaining to students in the classroom, his abilities were always questioned because he was blind. He said that for the first time, his ability was questioned at school.

He said, 'How do you teach? He had to face questions like how students learn. He always takes pride in his work ethic and ability, having entered the classroom only once given a chance. Apart from studying and teaching, he is also active in sports. He is the National Blind Cricketer, has participated in the World Cup 3 times. He said that he could not participate this year due to family reasons.

He feels that people with disabilities can also perform their work responsibilities competently if given the opportunity. A plan has been made to connect the students of Jumla to technology by playing cricket. He said that he is leading in creating an environment to teach many students of Jumla in his own technical school.

The ID Card Distribution Guideline 2065 for people with disabilities provides for the distribution of ID cards in four types, namely, fully disabled, disabled, moderate and normal. Under the inclusion system implemented in 2064, 5 percent disability reservation has been arranged.

The Public Service Commission has been filling up the posts through competition among the designated disabled persons. From 2064 to 2080, 1 thousand 112 people have been recommended for inclusive reservation. This is a figure of absolute recommendation. The Commission has not kept the data according to the classification of disability.  Those who require an assistant writer for the

examination should apply to the commission one week in advance. The Commission does not recognize the authors that the examinee has sought and known. "Assistant writers are arranged by the commission itself, the commission does not hire the person who is wanted by the examinees," said Geeta Kumari Humagain, the spokesperson of the Public Service Commission, "We have made various clusters to arrange the writers." She told that there is a system of assigning a writer one level below the examinee. Pictures are not included in the test for the visually impaired. According to him, 10 minutes of time is added in 1 hour compared to others. Skill test and computer are not exempted. "It is necessary to assign work responsibilities according to the nature of the disability," says the spokeswoman Humagarin.

The Public Service Commission has been filling posts by making competition among all types of disabilities on the basis of disability identity card. Although there is a provision in various regulations that work responsibilities should be assigned according to the nature of the disabled, problems have arisen in the performance because they cannot be classified accordingly.

Not all kinds of disabilities can do all kinds of work. Different types of problems have been seen due to the fact that it is not clear which disability can do what kind of work and the physical structure is also not disability friendly. Problems such as not being able to go to the assigned place and not getting the appointment letter have been seen due to the non-classification of the disabled. For this, it seems that a comfortable environment will be created only if the state itself classifies the disabled and assigns work responsibilities.
