In Madhesh, where more paddy is grown, by the first week of July, only half of the planting has been done. According to Crop Development and Agricultural Biodiversity Conservation Center, 372,645 hectares of paddy are planted in Madhesh. But till July 4, only 174 thousand 508 hectares i.e. 46.83 percent have been planted.

In the same period last year, planting was almost doubled. 80.6 percent planting was done till June 6, 2081. The main reason for not planting rice in Madhesh is the lack of irrigation. Nepal has a monsoon based farming system.

Due to lack of monsoon in Madhesh, there is lack of water . After the shortage, Madhesh province has been declared drought-stricken. After the decrease in planting in Madhesh, which is considered as the capital of rice, the Federal Ministry of Agriculture and Livestock Development has claimed that it will arrange for irrigation by transferring funds. 

The government is working to become self-sufficient in rice within two years. Accordingly, the announcement was made, but due to the drought in Madhesh, the Jatra is held. Apart from the 8 districts of Madhesh, there is a problem in other districts as well, there is a drought situation. But let's not keep the fields barren, let's plant the same crops that are produced," said Agriculture and Livestock Development Minister Ramnath Adhikari in a press conference held during one year of holding the responsibility of the Ministry of Agriculture, "The government is serious about this matter . If we spend 10/20 crores, if we have irrigation facilities, we will transfer money from the ministry's budget and arrange irrigation and planting.'

He said that even if the weather does not cooperate, he is trying to make the farmers self-reliant in any situation. "If the Ministry of Agriculture can make a decision alone, a lot of work will be done." But here the land is barren, there is a lack of irrigation . From the Ministry of Land, Irrigation, Finance, Industry and Commerce, the Ministry of Agriculture should also coordinate with the Ministry of Commerce and Industry," said the Agriculture Minister Adhikari while announcing the major works and achievements of the Ministry and its subordinate agencies. All the ministries can be self-sufficient in all crops within two years . But ironically, agriculture could not do it alone.'

According to the Minister Adhikari, due to drought in 8 districts of Madhesh province, teams have been deployed in all 8 districts. The study team is studying the current situation, current and long-term measures and options that can be done to solve the problem. The minister said that the irrigation structure will be fully operated and the other options for irrigation will be discussed with the relevant agencies and the immediate and long-term decision will be made.

Mani Ratna Aryal, a senior agricultural and economic expert who is studying in Bara and Parsa, said that he is discussing with the municipality and concerned bodies. Although more irrigation can be done from the source of Gandak Canal in Bara and Parsa, there is lack of water due to lack of timely sanitation. The source of the Gandak Canal extends through India. It is about 8/10 km towards India. As it was not cleaned in time, surface irrigation could not be done in time,' he said in an interview with Kantipur TV on Monday, 'as much as the capacity of water stated in the agreement with Nepal, it seems that there is a shortage of water.'
