The government is going to organize the operation of public institutions. It is also stated that the state of the public institutions will be managed and restructured based on the study and transferred to the private sector and monetization of the assets through appropriate methods.

"Entrepreneurship and private investment will be promoted based on the policy reform programs initiated by the government through an ordinance to improve the business environment," said President Ramchandra Paudel while presenting the government's policy and program for the next financial year at the joint meeting of the Parliament on Friday. Special economic zones will be operated and expanded in the public private partnership model. 

'Industrial sector, special economic zone and infrastructure construction and operation will be given priority. Export promotion and import substitution will be implemented by implementing the Nepal Trade Integrated Strategy and Trade Loss Reduction Action Plan," said Paudel, "Special programs will be conducted to increase the export of identified goods. Sustainable infrastructure and technology will be developed and consumed to reduce production and business costs.' 

The government is going to re-operate sick industries with commercial potential. Appropriate management methods will be adopted for that. President Paudel said that industrial development based on local raw materials, entrepreneurship and skills will be encouraged. "Import substitution and export will be increased by expanding related industries," he said, adding that structural changes will be made in the tax system.

It is mentioned in the policy and program that structural changes will be made in the tax system in order to promote investment and increase the competitiveness of the economy through industrialization. "Taxpayer-friendly revenue system will be developed through tax administration reform and the use of information technology," the program says, "Foreign aid will be mobilized through the national system based on the needs and priorities of development."

Emphasis on storage capacity, price monitoring and quality control to facilitate the service supply of essential goods, the production and marketing of Raithane crops will be promoted in coordination with the local level, it is mentioned in the program. It is also said that the policy of bioethanol mixture in petrol will be implemented to increase the inland petroleum pipeline and storage capacity. 

The initial preparation for the commercial production of green hydrogen is also mentioned in the policy and program. Apart from these, it is said that the market will be made clean, competitive and consumer-friendly by expanding the institutional arrangements related to consumer interests, controlling black market, syndicates, cartelling. 

From pilot projects to digital systems in agriculture

The government has introduced programs from pilot projects to digital systems to build infrastructure in agriculture and attract youth. President Paudel said that pilot project will be started by joining this system to those who want to venture in any type of agriculture sector. 

After ensuring the availability of land through the land bank, the project will be mortgaged and financial and other materials will be arranged through the local financial institution, he said. "Protection from accidental damage through project insurance and advance agricultural produce purchase agreement based on support price will be done to address the commercial risk and ensure the market," said President Paudel. It is said that a digital system will be developed to make agricultural services accessible and transparent. He said that by making subsistence agriculture modern and professional, mechanization and specialization will be done to make the country self-sufficient in agricultural produce.
