Due to lack of rain in the middle of the year, Madhesh province is facing drought and water crisis. A fire engine has been installed to deliver drinking water to the residents of the province. Madhesh is barely experiencing the effects of quarry exploitation and uncontrolled sand-gravel mining. Chief Minister of Madhesh State Government, Satish Kumar Singh, is discussing the immediate and long-term solutions to the water crisis.

It has been 13 months since Singh became the Chief Minister with the support of the four parties UML, Congress, Janmaat and LOSPA. This year's budget got a little tighter. Some MPs from the ruling party were dissatisfied with this. Why?

This is the eighth budget of Madhesh Pradesh. You don't see that the ruling party and the opposition are satisfied with any budget. When the budget comes, there is some kind of error showing/crying and displeasure. We tried hard to quell the discontent of the MPs. This is the second budget since I became the Chief Minister. Within 6 days of bringing the first budget of my tenure, we made the Red Book available to all MPs.

This time we made Redbook available on June 10th. As soon as Parliament opened, we made the Red Book available. We have put a plan equal to 50 million on the recommendation of MPs so that there is a balance in each constituency. The same has happened in the past. A tender for 5 km road has been held in each constituency. This year there is work worth four/four and a half crores. A bridge concept has been introduced in each constituency. We have brought up agriculture electrification, schools. We have come up with a plan focusing on every area. A little more happened in the field of ministers. It's not just happening now, it's happening all the time.

What kind of budget did the opposition party have to boycott?

is like this every year. And, the budget is passed at the last moment. Until today, the opposition did not boycott the parliament on the day of passing the budget. This time it happened. Parliament was suspended for 10 days due to obstruction by opposition parties. The Speaker adjourned the meeting and discussed it again and again. No government forms a task force on its budget, but we are ready to form a task force. After the working group gave its report, all the parties also signed the agreement to discuss and pass the budget in the parliament. We proposed that the budget should be passed unanimously. However, the opposition parties talked about passing the budget with a majority in our presence in the Parliament, not unanimously. Accordingly, an agreement was made and the representatives of all the parties signed it. Apart from that, the opposition parties themselves drafted the report of the task force. However, it was not accepted after the signature.

There was no accountability in the opposition party on a sensitive issue like the budget. It is the Speaker's process to run the Parliament, the government has no role in it. Previously, even adding all the parliamentary constituencies except for 8-10 constituencies, the budget of 1 crore was not enough. However, we have ensured a budget of up to 10 crores in all areas.

Earlier budgets did not include the schemes recommended by Hon. However, now almost all the plans of all MPs have been covered. This time we have spent the most of the budget that was not spent in the last 6/7 years. That too should be called a 'milestone'. The opposition party did not look at everything negatively. When there is opposition, there should be constructive opposition. However, it is unfair to oppose everything, to be self-righteous and to defame others.

MPs themselves alleged that 302 pages were hidden from the Red Book. What happened in particular?

The trend of Madhesh Pradesh till date should be looked at according to this topic. When a plan is entered in the Madhesh province, the ministries or offices in the provincial ministry budget information system (PLMBIS) keep and delete the project at the beginning. After removing the money put in it, it becomes zero. Now that it has been registered in PLMBIS, the amount of most of the schemes has become zero. In some schemes one rupee is kept as it is important or one thousand is kept and the scheme is locked.

If many projects fail to run due to various reasons including procedures, in this case another program is planned. There is no point in printing a plan with zero amount in Redbook. There will be shortcomings and mistakes while working. It should be corrected. The staff here had earlier said that plans below 1 million were not included in the Red Book.

Even in the last fiscal year, we did not put the scheme of less than 5 lakhs in the red book. And this year too, we did not plan less than five lakhs. Because the redbook was thicker. The budget and plan entered in PLMBIS cannot be hidden. It is not something that can be hidden. All those pages which are said to be hidden are already placed in the software. After the protest of the opposition, we have provided Excel seats. 

Your tenure has been over 13 months. Is it difficult to work when the finance minister and the chief minister are from different parties?

that happens. Since the Chief Minister or the Prime Minister and the Finance Minister belong to different parties, the work is not done at the speed that should be done.

This year the ministry was allowed to enter the plan itself. However, there was criticism that the middleman dominated the budget. President of your party CK Raut also posted on social media that there are too many middlemen and too few plans for the people. How is it possible to play in the middleman's budget?

Now how to call it middleman? At first our party president was confused. Later we gave him proper reporting and briefing and he also came clean. In the budget, I made it clear to the president by giving a list of so much for the university, so much for the road, so much for the grand scheme. The Madhesh state government's budget this time has a smaller ceiling than last year. The size of the budget increased, but the budget was less than the previous one. Because in the past only two billion conditional grants were received. This time a supplementary, conditional grant of more than five billion was arranged.

As our budget ceiling started to decrease and the plans got bigger, we cut them down and made them smaller. So the president thought at first - why didn't they come up with a big plan. But there is nothing like that. In the previous budget, we agreed in writing to do all the projects through the tender process. At that time honorable people used to raise only two things in the meeting, the budget was not spent and good work was done only through consumer committee. When a resolution was proposed to work through the consumer committee, the MPs of the opposition party protested. But they started to work through consumers first. Why this dual policy? We tendered the maximum plan. And there was a complaint - the contractor did not work on time. If the consumer committee had not been formed, it would not have been possible to spend in such a proportion.

Nepali Congress is saying that we are waiting for our turn? What was the consensus when forming the coalition government?

Since the day I became the chief minister, rumors are coming out that the government is changing every 15 days. Rumors of a change of government come out sometimes after Dasai and sometimes after Chhath. Because of that rumor, many people make the intention not to work. Many employees start delaying work due to rumors that the government is leaving. Many employees do not work based on rumours. The post of Chief Minister that I am holding is not for life for me. For a certain period of time. I got the responsibility with the help of the alliance. Until the day they believe, that day, that hour I will work. If the alliance says that now your time has come, I will go happily. There is no agreement anywhere that it is my turn, yours is over. I don't even pay attention to it.

How difficult is running a coalition government?

work is not being done in the spirit it should be. The agenda of our party cannot be effective unless there is a single government. Because it is difficult for a coalition government to work everywhere. As the Chief Minister or a minister of the other party says, doing things as they are done is a stumbling block. Again, not everyone is like that. Even in the coalition, some ministers are very active, some are not. In such a situation, the performance automatically deteriorates. However, I am making a mutual understanding to listen to all the ministers so that there is no problem in the work of the government, if there is a problem, find a solution and move forward together. However, not everyone has the same thoughts and opinions on all matters! 

Drought and water crisis are deepening especially in Madhesh province. How did the situation of having to distribute water from the fire brigade come about? 

Thursday morning, I'll start with what's been going on. Calls have been received from somewhere and comments are also being made that the state government has no right to declare drought-affected areas. Just recommend. When that rule-law was made, it should be seen! That law was made before federalism, before the state government was formed. Or it is when the state government is not established. The government of the first term did not need to make those laws. I didn't make it then.

Now we feel urgent. In the coming days, we want to work by making rules and laws. Madhesh province is now suffering from drought. There is water scarcity in all the districts of Madhesh. So far 75 percent planting should have been done. However, only 36 percent has been planted. And even in such a situation, how can we rely on recommendations without declaring drought? Therefore, we will also make laws in the future. Now we have declared a drought affected area.

We appealed to the concerned agencies including the federal government for help. We have requested the federal government not to arrange the package. The attention of various NGOs, INGOs working across the country has also been drawn. Those organizations also work by making their own programs. We are handing over eight fire engines from disaster management to the local level to avoid water shortage. Before this, we should also make a procedure to use the fire extinguisher given to us when we need it.

In the current drought situation, we have not been able to deliver water to all the fields even if we wanted to. Most are boring and dry. Therefore, the other option is that the provincial government is trying to work with long-term thinking. We are taking initiatives to bring the concept of making water reserve tanks and storing rainwater when the local level passes the map.

A program is also being prepared on the processes of 'water recharge'. We are also asking for 2/4 package plans related to this from the federal government. Soon we will go into its implementation. If the ground water cannot be recharged, there will be a big problem. It should be concentrated more and more. If this cannot be done, even the big plans will come to a standstill. If a scheme like Sunkoshi-Marin diversion is implemented, there will not be so much problem. 

Even now Madhesh's priority areas are education, health and agriculture. However, this year they also put the most money in infrastructure development. Why?

Initially, the Ministry of Physical Infrastructure Development had a plan of 8 billion. Now more than 16 billion plans have been kept in the budget. Of that, 2/3 billion is from the federal government's plan. After that, 95 percent of the plans that we have given to be approved by the parliamentarians are related to infrastructure. The plans of most of the parliamentarians are related to physical infrastructure. When honorable people come to the stage and give speeches, they talk about education, health, agriculture. However, they only provide the infrastructure while planning. Therefore, it is seen that a lot of budget has been spent on physical infrastructure. As the multi-year plans are also in the same ministry, the volume of the budget has increased. 

This year's SEE results were very poor in Madhesh. You too were trying to work with myself active in the SEI. What factors are stopping the main minister from monitoring?
