Guru Prasad Baral, who had run for the post of Vice President from the KP Sharma Oli platform at the 11th general convention of UML, was defeated. When most leaders won the election from the Oli platform, he was defeated for the post of Vice President and Central Member.

He, who is prone to taking every defeat easily, has won this time by running for the proportional representation seat in the House of Representatives. This is his second parliamentary journey.

UML became the first party in the 2051 mid-term elections. Baral became an MP for the first time in the political history of Nepal in that election won by the Communists. Baral won in the 2051 election by defeating Congress candidate Satyanarayan Chaudhary from Morang Constituency No. 6. After that, he was defeated as a candidate from Morang-6 in 2056, Morang-4 in the Constituent Assembly in 2064 and Morang-3 in 2070. After suffering continuous defeats, UML made him a candidate for the National Assembly election in 2078. He was defeated in the balloting process after getting a tie with Gopal Basnet of the Nepali Congress.

He was nominated as the vice-president before the 11th general convention because he was close to Oli. After that, the UML put him on the number one list from the Khas-Arya group in the proportional representation. Baral got the opportunity to become a proportional representation MP when the UML suffered a big defeat in the Falgun elections. Baral was nominated as the vice-president in 081 Shrawan after the death of Vice-president Subash Chandra Nembang.

He was born on 14 Asad 2014 in Taplejung Faktalung Rural Municipality-2 (formerly Khejenim-5). He currently lives in Biratnagar 12. He taught at Bhagwati Secondary School Belbari Morang from 040 to 045.

Before entering party politics, he was involved in the farmers' movement, said his colleague leader Keshav Badal. 'We were involved in the farmers' movement after the country became multi-party. He became a central member of the Farmers' Union when he became the general secretary at the national conference in 047 BS,' he said, 'The guru played a significant role in forming the UML organization in Morang. I was involved in Morang in the issue of building the party as a thank you gift in 051. We worked together for two months.'

Leader Keshav Badal, who knows Baral as a leader who works patiently in defeat and victory, says. ‘The main characteristic of Guruji is his ability to be persistent and patient,’ he said. When UML put forward the multi-party democracy principle, Baral stepped forward as an activist. ‘Madan Bhandari, Ishwor Pokharel, Pradeep Nepal, and Guru Baral were with me on the issue of moving the party forward.’

UML Koshi Province President Ghanshyam Khatiwada said that Baral was a leader who had a good hand in building the party organization. Even though the party went to the government several times, Baral did not want to go for appointments other than party work. ‘He is currently an MP from the proportional list. He is a decent and loyal leader within the party. He is a leader who emphasizes organization,’ he said. ‘Even now, he is persistent in the responsibilities assigned by the party.’

Baral, who was recommended number one from the Khas-Arya cluster for proportional MPs, has the responsibility of playing the role of a strong opposition. He says, ‘Until now, I have been continuously working in public and social service. My activism has been in politics as well as in various social organizations. I have been active in community development through campaigns such as agriculture, technical education and skill development, and development of quality education in social organizations,’ he said, ‘Mainly, my main role will be to contribute to the policy formulation of the Government of Nepal in the fields of agriculture, technical education and skill development as well as quality education by being in the House of Representatives.’

Baral was the Central Vice-President from 2080 to 2082, Standing Committee Member from 2074 to 2080, Organization Department Member from 2070, Koshi Zonal In-charge from 2050, Central Committee Member from 2049, Secretary of the Nepal Communist Party (ML) Sankhuwasabha from 2045, In-charge (ML) Tehrathum from 2044, Secretary (ML) Morang from 2044 and a member of the Communist Organization from 2033. He was involved in the Red Flag of the East.

Mahendra was a member of the Independent Students' Union of Multiple Campus Dharan in 2031 and the Secretary of the Independent Students' Union in 2029.

Similarly, he worked as Vice President of Madan Bhandari Foundation Nepal, Promoter and Member of Manmohan Polytechnics, Budhiganga, Morang, and Promoter Member of Madan Bhandari Industrial University.
