Bharat Kumar Swar is a name associated with the history of democratic movement and development in the district. Swar, who has been active in movement, organization building and social work for a long time, has now been elected as a member of the House of Representatives from Achham-1.

He has been active in district politics for about five decades and is known as a leader established through the movement. 70-year-old Swar from Ridicote, Sanphebagar Municipality-7 is known as an active leader in simple life and social service.

Swar received his primary education from Mahendra Secondary School in Bayalpata. Then he went to Doti Campus, Siliguri for higher education. While studying on the campus, he started raising his voice about the political situation in the country. He became known as a student leader who spoke openly in favor of multi-party politics and opposed the autocratic Panchayat system.

He had started political activities in opposition to the Panchayat system and the autocratic monarchy since 2031. In 2034 BS, he formally joined the Nepali Congress and became active in politics by becoming a party member. After that, he played an important role in building the organization.

In 2036 BS, he was at the forefront of the anti-Panchayat movement in Sanphebagar and the movement to shift Mangalsen from Bayalpata, the headquarters of Achham. He was also arrested in the midst of that movement, due to which his higher education was stopped midway.

Swar remained active in the movements against the Panchayat system. He played a leading role in the Satyagraha movement of 2042 BS and the people's movement of 2046 BS in Achham. He also actively participated in the people's movement of 2062/063 BS. From 2038 BS to 2046 BS, he faced arrest, imprisonment, and torture several times while raising his voice against the autocratic system. During the movement, he spent his life in various prisons in Bajura and Achham.

In 2049 BS, he was elected as the President of the District Development Committee Achham. As the President of the District Development Committee, he did significant work in the education, health, roads, drinking water and agriculture sectors of Achham.

During his tenure, the establishment of Janata Campus in Bayalpata, establishment and upgrading of 148 schools, preparation of a master plan for road delineation in the district and the construction of roads were started. With the approval of the Public Service Commission, 650 teacher posts were created at once and made permanent appointments, which made a great contribution to the education sector of the district.

In 2056 BS, he was elected as the District President of the Nepali Congress Achham. Then in 2072 BS, he worked to strengthen the party organization by becoming the District President again. He is currently a member of the Mahasamiti of the Nepali Congress.

In the 2074 BS election, Swar was a candidate from Achham-1. In that election, he was defeated by the then UML leader Bhim Rawal. Due to his long political experience and continuous activism in the district, he contested the election again.

This time, he defeated the Nepali Communist Party candidate Rawal by a margin of 526 votes and was elected as a member of the House of Representatives from Achham-1. ‘I have always raised my voice for improving the living standards of the people of Achham and for social justice. I have not only led projects such as Budhiganga Hydropower, Seti Lokmarg, Bayalpata Hospital, but have also been active in ensuring the rights and interests of the people,’ Swar said after being elected. ‘My commitment is focused on improving the lifestyle of the people of Achham’s villages and towns.’
