Chaulagain, who started his political journey from the Rashtriya Swayamsevak Sangh (RSS) while becoming a lawyer, was born in Ward No. 5 of Chaurideurali Rural Municipality in Kavre. He has a degree in law and has been working as an advocate for a long time. He has been active in building the party organization since the formation of the RSS in 2079 BS. He is currently holding the responsibility of the regional president of RSS Kavre Constituency No. 1.
After being elected, he said that he has given priority to infrastructure development in the remote hills of this region (Mahabharat and Khanikhola Rural Municipality). He expressed his commitment to prioritize herbs, coffee, agriculture and tourism for the development of this region. According to him, there are plans to develop herb farming, coffee production, trout fishing and oilseed crops in the Khanikhola, Mahabharat and Roshi regions. He also said that the goal is to create employment by processing and marketing local products. He said that the construction of a bridge connecting Khanekhola and Mahabharat from Rossi-6 will be prioritized in terms of infrastructure and that there is a plan to develop the Namobuddha, Dhulikhel, Panauti and Temal areas by linking them with religious and historical tourism.

Madhu’s younger son Bipin Chaulagain portrays him as a person who is hardworking, self-reliant and socially responsible. According to Bipin, his father Madhu Kumar Chaulagain started his life journey from zero and established himself as an advocate through hard work and struggle. ‘He became an advocate by working from the ground level and building a career with his own hard work,’ he said. According to him, since he has been working in the field of law for a long time, we are confident that his father will formulate good laws and policies for the country.’
He also said that Chaulagain’s working style is linked to social responsibility. Madhu Kumar Chaulagain has been active in social work for a long time. ‘He is my biggest inspiration,’ said his youngest son Bipin. ‘I believe that now he will become an inspiring personality not only for the people of Kavre, but also for all Nepalis.’ Speaking about family relations, Bipin said that his father has been maintaining strong unity and intimacy in his family.
Winning by a huge margin
Chaulagain was elected as a member of the House of Representatives, defeating his rival Gunaraj Muktan of the Nepali Congress by 10,452 votes. Chaulagain received 29,618 votes while Muktan received 19,166 votes. Nepali Communist Party candidate Dinanath Gautam, who was in third place, received 14,184 votes while CPN-UML’s Ami Tamang finished in fourth place with 13,814 votes.
Although in the past elections, the election was won by alliances, this time 18 candidates contested the election alone without an alliance. In the 2074 BS election for the House of Representatives, an alliance was formed between the CPN-UML and the then CPN-Maoist Center in this constituency. Ganga Bahadur Tamang of the CPN-Maoist Center, the candidate of the alliance, defeated the Nepali Congress candidate Tirtha Bahadur Lama by a margin of 5,026 votes. Tamang received 44,631 votes, while Lama received 39,605 votes.
In the 2079 BS election, an alliance was formed between the Nepali Congress and the CPN-Maoist Center in this constituency. Suryaman Dong, who became the candidate from the alliance, defeated the CPN-UML candidate Resham Bahadur Lama by a margin of 3,964 votes. Dong received 34,512 votes, while Lama received 30,548 votes. Basunarayan Shrestha of the Rashtriya Swayamsevak Sangh (RSS) came third in this constituency in the 2079 BS election, receiving 8,697 votes.
