Sunil Lamsal, General Secretary of the National Independent Party (NIP), has won from Constituency No. 1 of Rupandehi by a huge margin. He has worked as an infrastructure and environment expert in the secretariat of Mayor Balendra Shah in Kathmandu Metropolitan City and has set his parliamentary journey by defeating Hira Bahadur KC of the Nepali Congress by a margin of 42,863 votes.

He has received 54,845 votes out of the 96,859 constituencies contested. KC of the Nepali Congress received 11,982 votes. Prajwal Bohara of the RPP came third with 8,311 votes.

Lamsal, 35, is a young man who has been working in the infrastructure, urban planning and good governance sectors for a long time. His work in the secretariat of Kathmandu Metropolitan City and Mayor Balendra Shah also helped him win from this constituency. Lamsal is being seen as a new perspective and leadership option in this area.

Lamsal of Tilottama Municipality-7 has a bachelor's degree in civil engineering from Lumbini Engineering College in Tilottama and a master's degree in structural engineering from Niti Meenakshi Institute of Technology, India. He is currently studying for a PhD in solid waste management at Kathmandu University.

Lamsal has worked as an urban infrastructure and environment expert in Kathmandu Metropolitan City, as well as in the infrastructure development projects of model schools in 35 districts of the country and district hospitals in 12 districts, including the reconstruction of the international airports in Bhairahawa and Pokhara, Singha Durbar, and in 12 districts. He is also working on the infrastructure of the under-construction Extra Oval Cricket Stadium in Rupandehi.

From a political perspective, social activist Jeevan Gurung of Devdaha Municipality-11 said that voters liked Lamsal as a leader with youth, technical background and managerial capabilities. ‘While the people are looking for change, the voters here have liked Lamsal as a leader who understands infrastructure and development,’ he said, ‘We believe that this region, which has lagged behind in development, will get priority after the victory.’

Lamsal had put forward agendas such as development of Devdaha and the eastern and southern regions of Rupandehi, modernization of agriculture, quality improvement in education as part of his election campaign. Good governance, transparency, roads, drinking water, ensuring markets for farmers, creating jobs for youth and developing entrepreneurship are also among his election agendas. "All the agendas I have put forward are the main problems of this sector, the first priority will be the implementation of those agendas," he said, "After that, I will work in other areas based on the demands and needs of the people." He said that he will also work on the employment of skilled and technical youth, development and promotion of entrepreneurship.
