The Rashtriya Swayamsevak Sangh (RSS) has made its agenda public in the form of a 'Citizens' Agreement'. The agreement was made public by RSS President Ravi Lamichhane on Sunday through social media.
In place of the party manifesto and commitment letter, the Rashtriya Swayamsevak Sangh (RSS) is going to bring a pledge, the essence of which is the 'RSS's Citizens' Contract'.
The RSS, which has declared senior leader Balendra Shah as the future Prime Ministerial candidate, is preparing a 'pledge' under the coordination of Vice President Swarnim Wagle. Leaders Sobita Gautam, Maheshwor Ghimire, Krantishikha Dhital, Araniko Pandey, Ram Gurung and Nandan Yadav are involved in writing the pledge. The RSS has decided to make the pledge public from Karnali on 7 Falgun.
RSS Vice President Wagle said that the pledge has been prepared in the form of a contract in short. 'This time, we have not called it an election manifesto but a pledge. We have also made a social contract with the citizens public, we have made a contract that we will do this much if you vote for us,' he said. 'Our pledge is an elaboration of this contract. We have brought the Citizens' Charter to set a new trend because our party, people, and leadership are different.'
The Rashtriya Swayamsevak Sangh (RSS) has claimed that it brought the charter with a program that can be fulfilled if it wins the election and forms the government. The RSS's charter lists five priority points - ethics and good governance, middle class expansion, work, connectivity, and migration. Wagle said that the party will mention the content in the charter by prioritizing these five issues.
The goal of the charter is to launch a major anti-corruption campaign because there is partisan exploitation in the state structure and corruption is rampant. The RSS has set a goal of increasing the size of the gross domestic product to $100 billion (at current prices) so that the average annual per capita income of the middle class does not fall below $3,000.
The election manifesto of the Rashtriya Swayamsevak Sangh (RSS) is to provide 100% insured quality healthcare, radically improve public education, guarantee a need-based ‘integrated social security’ from birth to death, ensure access of all citizens to financial services including modern banking, and eliminate exploitation of metered cooperatives and microfinance under strict regulations.
The RSS has announced the creation of 1.2 million new jobs as its ‘goal’. The RSS’s charter states that it aims to increase connectivity by expanding quality road and air networks, reliable energy grids, and high-speed internet access to all settlements for a competitive economy. The RSS has said that it will increase the installed capacity of electricity to 15,000 megawatts in the next five years and has promised to build 30,000 kilometers of national highways.
The RSS has written in the charter that Nepalis living abroad will be given the right to vote online. It has been stated that it will be continued once the citizenship of descendants is acquired. The RSP has also mentioned in the agreement that it will bring various programs for Nepalis living abroad to invest in Nepal, as well as decent foreign employment.
‘Even if you have given us a single majority, if you fail to fulfill the terms of the agreement within 5 years, including delivery, and you cause trouble to the citizens, then in accordance with the constitution, existing laws and social contracts, we will punish you in the next election from our ‘political ethics and position,’’ the agreement states. ‘This has the approval of all members of our party. The contents mentioned in this agreement are true, if found false, we will explain it.’
Vice President Wagle said that the party can easily explain its views to the voters through the agreement. ‘This agreement has been brought with the main priority issues that can be easily understood by almost 300,000 RSP members and can be explained to the voters, and that the candidates can use in their election campaigns,’ Wagle said.
