The results of the by-election 2081 also showed the dominance of the big parties. Although the Congress, UML and Maoists exchanged positions in the elections held in various municipalities of the seven provinces, the results did not indicate any political upheaval.

 

Two district coordination committee chiefs and one ward chairman post were already unopposed, while voting for 41 posts was held on Sunday. Out of a total of 44 posts, Congress has won 19, Maoists 11, UML 8, Jaspa 2 and S, Raswapa, Nemkipa and Independent 1/1 posts. 

In the 2079 election, Congress won 6 and Maoist won 2 positions out of 8 positions of municipal chief and deputy chief. According to the final results, Maoists have added 2 officials and UML has added 3 officials. Out of the 6 that the Congress had previously won, only the post of Kirtipur municipality chief of Kathmandu has been preserved.

The UML has taken three new office bearers out of those won by the Congress in the previous election, the Chairman of Mahabu Rural Municipality of Dailekh, the Vice Chairman of Gaurishankar Rural Municipality of Dolakha and the Vice Chairman of Swamikartik Rural Municipality of Bajura. The Maoists have retained Putha Uttarganga of Rukum and vice president of Sarkegad Rural Municipality of Humla, while added the post of Gramthan Rural Municipality Chairman of Morang and Deputy Chief of Nalgad Municipality of Jajarkot. Both these seats were earlier won by the Congress.

Similarly, out of the 34 ward chairpersons who were by-elected, in the 2079 election, Congress won 19 posts, UML won 8 posts, Maoists won 6 posts, and Jaspa Nepal won 1 post. This time Congress won 16 after losing 3 wards and UML won only 5 after losing 3 wards. Maoist has won in 7 wards by adding 1, while Jaspa Nepal has won in 2 wards by adding 1. This year S has won 1 post, Nemkipa 1, RSVP 1 and independent candidate 1 post. At the local level, RSVP has registered its presence for the first time with one ward. 

Krishnaman Dangol of Congress has won the mayorship of Kirtipur in Kathmandu. He has secured 779 votes more than his nearest competitor Shiv Sharan Maharjan of Maoist. Dangol got 5 thousand 334 votes and Maharjan got 4 thousand 555 votes. UML candidate Surendra Manandhar got 4,337 votes. Congress has also won the ward president of Kirtipur-1 and 4. 

Congress candidate was elected unopposed as the head of the District Coordination Committee of Okhaldhunga and Kailali during the process of registration of candidature in the by-election. Earlier both the posts were won by the Congress. 

Maoist's Namonarayan Majhi of Gramthan Rural Municipality of Morang, which was lost by Congress, and UML's Jang Bahadur Shahi of Mahabu Rural Municipality of Dailekh have won. Congress has also lost the deputy chief of Nalgad Municipality of Jajarkot. Devaka Lamichhane of Maoist won the post. Similarly, UML's Sulochanakumari Bhandari has won the vice-chairmanship of Swamikartik Khapar Rural Municipality of Bajura, which was previously won by the Congress. 

Maoist's Narpura Budha has won here. Congress and UML formed an alliance in this municipality. UML candidate Kesh Kumari Tuladhar contested on the Congress symbol but was defeated. Maoist Jagat Gharti has been elected unopposed as the ward president of Putha Uttarganga rural municipality-2.

Similarly, Uma Lungeli Magar Sherpa of UML has won the vice-chairmanship of Gourishankar Rural Municipality of Dolakha. She has got 2 thousand 805 votes. Sherpa's nearest rival Maoist candidate Nim Leki Sherpa got 2 thousand 600 votes. 

In the by-elections of the local level held while the discussion of 'Mission-84' is going on in the political circles, the main component of power, Congress, has suffered the most damage, while UML has got a moderate result. The election results have made the Maoists, who were out of power four and a half months ago, enthusiastic. The National Independent Party, which has emerged as an alternative to the old political parties, has won one ward in Kathmandu, but overall it has brought disappointing votes. Raswapa did not even give candidature for the head and two wards of Kirtipur municipality in Kathmandu. Similarly, except for Kathmandu-16, RSVP candidates from other 25 seats did not contest. Their bail has been forfeited in most places. 

Congress general minister Vishwaprakash Sharma claims that although the results of the by-elections for Congress may be considered weak in terms of numbers, they are good in terms of quality. In 2079, we contested the elections in alliance with the party including the Maoists and the United Socialist Party, now alone. If you look at it, the result is satisfactory," he said. "Winning 19-20 seats including Kirtipur municipality without alliance has approved the opinion that Congress should contest elections alone in 2084." 

But Govind Pokharel, a central member of the Congress, says that the public opinion of the Congress has fallen due to giving priority to power over the organization. The obtained public opinion has encouraged the Maoists, while the UML has achieved success in some municipalities even though the overall public opinion has fallen. Congress is the only one to bear the loss," he said. 

In the 2079 election, Congress, Maoist, United Socialists and other parties were in the electoral alliance. Some Congress leaders also believe that the seats won by the alliance have been lost this time. Pokharel also says that the Congress lost the seats it had benefited from because of its alliance with the Maoists. 

Rajendra Gautam, head of UML's propaganda department, said that even though the expected results did not come, he is not in a position to bow his head. Bye-elections were held in the 8-place ward that we won earlier. Even though we have lost some in the ward, we have won more village presidents and vice presidents,' he said, 'in terms of positions, the results are successful.' Bhojraj Pokharel, the former chief commissioner of the commission, says. On the other side, there was a discussion that the Maoists are finished, it is difficult to get up now. But the surprising result obtained by the Maoist has shown that its grip is still intact," he said, "it has shown that the public opinion of the party that has emerged as an alternative to the old party will not remain anywhere except in the main urban areas."
