Earlier, Dharmadatta Upadhyay of Raskot had won elections three times as a member of the National Panchayat under the Panchayat system. The late Dharmadatta is remembered by the residents of the district as the leader who separated Kalikot from Jumla in 2032, a year before his birth.

From 048 to 064, no one had won elections in Kalikot repeatedly. In 2079, he defeated UML's Nagindra Shahi by a margin of 7,000 votes in an alliance with the Congress, this time by a margin of 986 votes.

Mahendra, who won by getting 11,338 votes, became active in politics while studying in grade 8, seeing the injustice, oppression, and discrimination in society and for the liberation of the people. Shahi, who joined the CPN Masal (Unity Center) in 2048, went underground during the people's war that began in 2052. Shahi, who became a member of the guerrilla formation in the Central Region in 2053, became a fighter and played a leading role in the Maoist people's war.

He has served as a ward commander, squad commander, platoon commander, company commander, battalion commander, brigade commander, division commander, and then became a member of the Maoist Center's Politburo and Kalikot District In-Charge. Khadga Bahadur Bishwakarma, who hails from Kalikot, rebelled from the party in 2069 and joined the Biplav group through Mohan Vaidhya. Shahi became a major figure in district politics in the 2070 Constituent Assembly election by a margin of 800 votes. Shahi, who defeated UML's Kurmaraj Shahi by a margin of 800 votes in the 2070 Constituent Assembly election, was elected from Kalikot's Provincial Assembly B in the 2074 election and became the Chief Minister of Karnali Province. Shahi, who had formal education up to SLC, became the Energy Minister of the federal government in 2073 and the Chief Minister of Karnali Province from 2074 Falgun to 2078. He is considered a lucky leader. Former National Assembly member Bishnu Bahadur Bishwakarma said that he is a leader who does not shy away from difficulties because he believes in the collective cooperation of his team and colleagues.
