The government is going to make legal, policy, institutional and procedural reforms to implement the 'Energy Development Roadmap, 2081'. The Ministry of Energy, Water Resources and Irrigation has come up with the roadmap covering topics such as generating 28,500 megawatts of electricity in 10 years and raising investment for that.
The Cabinet meeting held on December 16 has also approved the roadmap. President Ramchandra Paudel said that the necessary policy, institutional and procedural reforms will be made to implement the roadmap in the policy and program of the next financial year announced on Friday.
The government has said that it will develop solar, wind and hydrogen energy as alternative sources of renewable energy. The government's policy is to provide access to modern and renewable energy to all citizens. It is mentioned in the next fiscal year's policy and program that a suitable financial model will be adopted for the development of multi-purpose and reservoir-based hydropower projects to address the demand for electricity supply even in dry season and to maintain energy security.
As the investment modality of the 1200 megawatt Budhigandaki hydropower project has not been finalized, the work has not been able to proceed. According to the Nepal Electricity Authority, despite selling electricity to India and Bangladesh during the rainy season, there is still a need to import electricity during the dry season. The authority also predicts that 791 megawatts of electricity will be imported in the coming financial year.
The government has said that in cooperation with the three levels of government, electricity supply will be expanded through off-grid solar and wind energy, micro and small hydropower and mini grid in places where the national grid does not reach. The government's goal is to expand national and international high-capacity transmission lines with the participation of the private sector as well. According to the authority's data, 224 circuit kilometers of transmission lines with a capacity of 1745 megawatts are in operation on the international side. On the national side, there are a total of 6,745 circuit kilometers of high capacity transmission lines.
The government has said that other necessary policy and regulatory arrangements including transmission and wheeling charge determination will be arranged to build the electricity transmission structure. It is also mentioned in the budget of the next financial year to mobilize own capital to build hydropower projects under the 'People's Hydropower Program'. In the investment conference held in Baisakh in 2081, an agreement was reached to construct the Ghunsa and Simbuwa hydropower projects through remittances.
The government has said that it will also try to mobilize the remittance amount of the citizens who have gone for foreign employment in the project under the people's hydropower program. While it is mentioned in the policy and program of the current financial year that the Ghunsa and Simbuwa hydropower projects will be promoted with the Remit Hydro concept.
It is mentioned in the policy and program to promote the use of electrical equipment in household, agricultural, industrial, commercial, touristic and transportation sectors according to the action plan for increasing electricity consumption and reducing mineral fuel, 2080.
It is mentioned in the government's policy and program for the next financial year that the implementation of river diversion and reservoir projects to replace imports by managing supply for times of high demand for electricity. "Legal and structural arrangements will be made for the proper protection and promotion of river systems across the country," it is said in the policy and program.
