Last July, 54 percent students from Gandaki province passed the public Class 12 results. Gandaki was ahead of the national average as only 52 percent of students from across the country passed. Apart from Bagmati and Gandaki, other provinces were behind the national average.
In previous year's SEE results, the pass rate from Gandaki was also better than the national average. In other educational indicators, Gandaki's data is also higher than the national level.
According to Ministry of Social Development Gandaki, 5 thousand 61 schools are operating in the province. 4,479 of them are public schools. There are also 3,910 early childhood development (ECD) and religious schools. There are 625,838 students studying at the school level and 35,000 teachers are teaching them. 70 percent of students study in public schools and 30 percent in private schools.
According to the current educational strategic plan of Gandaki, the share of private schools is higher in the lower classes, but it is gradually decreasing in the upper classes. In terms of both the number of students and schools, Karnali is at the last i.e. seventh position. Before that there is Gandaki.
In Karnali, the enrollment rate of children in classes 1-8 is 97 percent and the enrollment rate of classes 9-12 is only 57 percent. Even in Gandaki, the tendency of students to drop out is high even though they are enrolled in the lower classes. According to the statistics of the Ministry, the student retention rate which is 88 percent in class 5 is only 33 percent when they reach class 12.
67 out of 100 students leave school without completing class 12. This shows that more work needs to be done to improve access to and sustainability of secondary education. The state government has passed the education policy in 2078. According to the Ministry of Social Development, residential schools have been opened in Mustang, Manang, Myagdi and Gorkha to expand the access of students.
There is a practice of running 1-1 model schools in each constituency of Gandaki. The policy of the provincial government is to support the local level to strengthen school education. All the districts have been declared literate and the province has also been declared.
Principal Joint Secretary of Education Development Directorate Ambika Prasad Acharya said that the quality of education is better than other provinces. He said that policies and programs have been put forward for further improvement. "In terms of quality, Gandaki is above the national average," he said, "The program is focused on improving the best and weakest schools."
He informed that the state government in collaboration with the local level is conducting a program to promote teacher-student talent, identity, good practice schools and support schools with low learning achievements and earn by learning in technical schools. The strategy has been made according to the education policy of the province. Despite the low budget, we focus on the physical and academic improvement of the school," said Acharya.
Pokhara's western engineering campus, agriculture, animal campus along with three medical colleges have led technical education towards higher education. Medical education is being taught in Pokhara Institute of Health Sciences, Manipal and Gandaki Medical College.
Apart from these, there are 159 technical schools across the province for producing middle-level technical manpower. Classes 9-12 and CTEVT conduct various academic programs. Apart from this, the state government has established the Gandaki Technical Education and Vocational Training Institute to provide technical, vocational education and training to the manpower.
Gandaki Provincial University was opened in 2076 with an emphasis on technical education. It is educating 800 students at undergraduate and postgraduate level. Vice-Chancellor Navraj Devkota said that the goal of the university is to produce highly skilled manpower giving priority to science and technology. Pharmacy, Information and Technology (IT), Sports Management, BBA in Management and BALLB in Law are being conducted at the undergraduate level. Teaching of AI has also been started at postgraduate level.
Vice-Chancellor Devkota said that along with the work of teaching students, the university is also doing research in collaboration with the community. He said that a research center has been operated for exploration and innovation in community work.
"The district of Gandaki has been carrying the leading legacy since Rana period and Gurukul education," he said, "even now it is excellent compared to other provinces." While emphasis should be placed on technical and practical education, the number of students studying science and technology subjects in the province is from the school level He complained that there was no increase. He suggested that the provincial and local governments should pay attention to that.
Pokhara University in Gandaki has 35,000 students from undergraduate to graduate level. It has 68 affiliated campuses across the country. It occupies 4.75 percent of the country's higher education. Pokhara University has conducted educational programs with emphasis on management, engineering, science and technology and medical education. Prithvi Narayan Campus has a distinct identity of having the highest number of students studying across the country.
More than 10 thousand students study in Prithvi Narayan campus every year. Tribhuvan University has also introduced a policy of giving full autonomy to the said campus (degrees up to post-graduation will be provided by the campus itself). There are 151 affiliated campuses across the Gandaki province, including Trivi and Pokhara and other universities. The campus has reached all the districts of Gandaki except Manang. In the whole country, Manang is also the district where the campus of the university has not been expanded.
There are a maximum of 83 community, 52 private and 16 individual campuses. Apart from medical, engineering, agriculture and animal science subjects, classes in management, science technology, law, humanities and education are conducted in that campus. About 40 thousand students are studying in higher education in Gandaki. Like all over the country, the attraction of Gandaki students is also seen in the education towards the general rather than the technical.
34 percent will teach campus management, 10 percent education and 4 percent humanities. According to the data, only 3% of science and technology, 2% of medicine, and 1.5% of engineering are on campus. In the education policy of the province, it is mentioned that special priority will be given to technical education. After Gandaki, Bagmati, Koshi and Lumbini, the state has the highest number of campuses.
Baburam Paudel, the former joint secretary of the Ministry of Education, said that since the school, higher and technical education law was not enacted at the federal level, the provincial level could not work even if it wanted to. He, who is also the coordinator of the Gandaki province's education strategy plan preparation task force, pointed out that in Gandaki, like the rest of the country, there is no coordination between educational institutions, educational programs and the number of students.
'Yesterday, campuses and technical schools were opened in Hachuva. "There is now a crisis when educational institutions are added without identifying the needs and analyzing the manpower," he said. Another challenge is to connect the classroom learning with the market, said Paudel.
``By assessing the human resources locally, nationally and internationally, we should be able to give skills to students rather than just knowledge,'' he said, ``there is a shortage. Gandaki has a good potential for tourism, but education from school to higher education has not been connected with the tourism sector here.
Although the educational condition of Gandaki is satisfactory in the national average, he said that the provincial government has started working on policies and strategies to improve it. But Paudel says that there is a lack of law and budget to implement the strategy.
