The National Independent Party (NISP) has decided on the structure of the 158-member Central Working Committee through its statute. As per the proposed arrangement, the Central Working Committee will have a mixed structure of directly elected, inclusive, provincial representation and members nominated by the President.
As per the proposal, the Central Working Committee will have a directly elected President from the National General Convention, 99 elected Central Members, 51 members nominated by the President and the Provincial Presidents of all seven provinces as ex-officio members. It has been arranged that a candidate for the post of President and receiving at least 10 percent of the total votes will automatically become a Central Member.
Of the elected Central Members, 35 will be selected from the provinces and 64 from the national level. It has been arranged that 35 members will be elected from the provinces at the rate of five from each province. At least 14 of the members elected from the provinces must be women. At least 2 women's representation has been ensured from each province.
Out of the 64 members elected at the national level, 32 will be elected from the open and 32 from the inclusive group. Out of the 32 seats on the inclusive side, it has been proposed that 10 will be elected from Khas Arya, 9 from the indigenous people, 5 from the Madhesi, 5 from the Dalit, 2 from the Tharu and 1 from the Muslim community. Within this arrangement, representation of one backward region and one person with disabilities has been ensured.

Out of these, 12 office bearers will be elected in the second phase from the 64 central members elected nationally. The elected office bearers will include 7 people including 1 president, 2 vice presidents, 1 general secretary, and 3 joint general secretaries. 1 post of the vice president has been reserved for women. Similarly, 1 post of the three joint general secretaries will be reserved for women.
The remaining 11 office bearers will be nominated by the president and approved by the central committee. It has been proposed that the nominated office bearers will include 1 vice president, 1 general secretary, 2 joint general secretaries, 1 spokesperson, 3 joint spokespersons, 1 treasurer, and 2 joint treasurers.
In this way, the RSVP has tried to maintain a balance between leadership selection and inclusive representation by adopting both elected and nominated systems in the office bearer structure.
