Madhesh-centric parties unlikely to cross 'threshold' towards proportional representation

It is seen that the Madhesh-centric parties, which could not win a single seat in the direct elections, will not get a seat in the proportional elections either. None of the candidates from the Madhesh-centric political parties Janata Samajwadi Party, Janamat or Rastriya Mukti Party Nepal have won in the 165 seats in the direct elections. The chairmen of all three parties, Upendra Yadav, CK Raut and Rajendra Mahato, have been defeated respectively.

In the proportional elections, those parties are not in a position to cross the 3 percent threshold. They have received a low number of votes in the ongoing proportional elections. According to the Election Commission, 19 million votes have been cast in the proportional elections. As of Monday afternoon, 9 million votes have been counted. Now only 1.9 million votes are left to be counted.

So far, the JSP has received 140,237 votes. Compared to the total votes counted, the votes received by the JSP are only 1.5 percent. Similarly, Janmat has got 62,426 votes and Ramupa has got 49,418 votes. The votes received by Janmat and Ramupa are within 1 percent.

There is a legal provision that a party must clear the 3 percent threshold to win a seat through proportional representation. Section 60 (11) of the House of Representatives Election Act states that only candidates from parties that get 3 percent or more of the total votes through the proportional representation system will be elected. According to the legal provision, there is no possibility of JSP, Janmat or Ramupa crossing the specified 3 percent 'threshold'.

Only Rastriya Swayamsevak Sansthan (RSS), Congress, UML, CPN (Maoist), Shram Sanskriti (Labour and Culture) and RPP will cross the threshold and get their candidates elected through proportional representation. In the 2074 House of Representatives, the then Madhesh-centric parties Rastriya Janata Party and Federal Socialist Forum Nepal each secured 5.5 percent of the votes through proportional representation. They won 6/6 seats through proportional representation. In the 2079 elections, JSP Nepal secured 3.99 percent of the votes and Janamat Party secured 3.74 percent of the votes, winning 5/5 seats.
