Even as the voting day approaches, Jaleshwari Marik (Dom), 68, of Lokhram, Chhinnamasta Rural Municipality-5, Saptari, is not particularly attracted by the election atmosphere. She is saddened that her problems were not heard even after she voted for them in the last election. "I voted for CK Raut, the son of Madhesh, considering him trustworthy, but he never returned to listen to my problems after winning," she said. "There is no reason to vote for him again."

Others in the settlement, who live in huts built on vacant land along the road along the Rajbiraj-Tilathi road section, do not want to hear the name of Janmat Party Chairman Raut. They earn their living by making dhakis (dhakiyas), nanglos, taparis, and kuniyas from bamboo and selling them in the surrounding villages and markets, and they expect a concrete house with a toilet.

Hari Narayan Yadav, 48, of Rajgadh Rural Municipality-5, Malekpur, has already decided not to vote for Janmat Party this time. He is angry that the concrete houses that the Madhesh Province government has started building for the Dalit poor under the Janata Awas program have not been completed and that corruption has not been stopped. ‘Even when Janmat is in power in the province, the houses being built for the poor are still in abeyance,’ he said, ‘There is still looting in the province. I will not vote for Janmat again.’

Pramila Kumari Mukhiya, 30, of the same place, voted for Janmat in the last election. However, she alleges that Janmat has done nothing. ‘We voted for Janmat after consulting on tolls, but even after the Madhesh government came, there was no development in the village,’ she said, ‘We will not vote for such cheaters now.’

Raut faces challenge from former colleague in Saptari-2 Jayanarayan Mahato, 45, of Dakneshwari Municipality-9, Pathargadha, expressed concern over the lack of blacktop on the Kathauna-Pato-Fatepur-Kataiya road. ‘We had already understood the old one, we voted for the new one in the last election, considering it good, but there was no achievement,’ he said, ‘There are problems here in the areas of roads, paths, drinking water, etc.’ She says that she will vote after considering it this time. In conversations with locals of Rajbiraj, Tilathi Koiladi and Chinnamasta in Saptari-2, most of them said that they had voted for Janmat in the last election. However, when the party leaders were divided due to political and economic disputes and could not work according to the people’s expectations, they seemed angry with Janmat.

When Janmat Chairman Raut entered mainstream politics, the general public was hopeful, seeking 'change'. He entered the political mainstream on 24 Falgun 075 and entered the election for the first time in 079. There was a wave of Janmat in the villages and towns. At that time, Chairman Raut, who contested the election in Saptari-2, defeated JSP Nepal Chairman Upendra Yadav by a margin of more than 18,000 votes. While Raut got 35,042 votes, Yadav got only 16,979 votes.

Janmat at that time won 6 seats in the House of Representatives, one directly and five proportionally. Janmat, which was seen as an alternative to the traditional parties of Madhesh, had also won 13 seats in Madhesh Province, 6 directly and 7 proportionally. However, the party has disintegrated and shrunk within three years of winning the election, and the general public who voted for Raut is not satisfied either.

Due to internal turmoil in the party, founding leaders Deep Kumar Sah, Surendra Narayan Yadav, Dr. Rabindra Yadav, Jasar Yadav, Kailash Mahato, Abdul Khan and others are not in Janmat at present. The party's then spokesperson Dr. Sharad Singh Yadav, central coordinator of the Youth Association CK Singh, former Chief Minister Satish Kumar Singh and others have also left the party. Among them, Dr. Sharad Singh Yadav has launched his own Jana Adhikar Party and former Chief Minister Singh is in the election race from Saptari-2, where Janmat Chairman Raut is contesting from Swabhiman Party, headed by his brother Satyawan Singh.

Surendra, who is also the former treasurer of Janmat, alleges that the party has shrunk due to Raut's tendency to take unilateral decisions. 'He did not consult anyone when giving any post to anyone or even to his brother (Jaikant Raut) himself. Even when Abdul or Anita Devi was made a minister, it was his single-handed decision,' he said, 'He has not been able to rise above himself and his relatives. The election will show the results of that.'

This time, there are 62 seats in the public vote. Party President Raut is again a candidate from Saptari-2. Raut faces a challenge as Sharad Singh and Satish, who have separated from their own party, are the only candidates in that area. On top of that, the 'wave' of the Rashtriya Swayamsevak Sangh (RSS) among voters who want 'change' and the stakes of JSP Nepal to turn the results in their favor are also a challenge for Raut.

Janmat President Raut said that the party's situation is better this time than in the last election. 'It is natural that the wave is less and less, but this time we are better than the last election,' he said, 'We had fielded candidates in 52 places in the last election, this time there are 62 candidates. The morale of the candidates is also high.'
