After President Sher Bahadur Deuba refused to relinquish his executive role, the special general convention has moved forward towards selecting a new leadership.
Meanwhile, the leaders in favor of the establishment have started going to Sanepa for the meeting of the central working committee. The Congress is headed for a formal split after the continuous discussions since Monday failed to reach an agreement on the leadership dispute until this morning.
After the discussions with President Sher Bahadur Deuba and General Secretaries Gagan Thapa and Bishwaprakash Sharma this morning failed to reach an agreement, the election program has been moved forward at Bhrikutimandap. On the other hand, the establishment side has made preparations to take action against the General Secretaries after the Central Working Committee meets.

The general secretaries had proposed that the special general convention be held not only on policy issues but also to change the leadership, and to respect that, the party high command should agree to run it. 'Understand the current times. Understand the spirit of the Gen-G movement. Understand who you will have to compete with in the election, and make a decision. The proposal to run the party from the high command has been brought in such a way that you will be respected and the message of a change in leadership is conveyed,' the general secretary said, 'If there had been no election, this situation would not have arisen. Many things are linked to the election. Why don't you understand the sentiments of the people? The situation outside is different. Understand this and make a decision.'
The establishment-party leaders Balkrishna Khand and Ramesh Lekhak were present in the discussion with the two general secretaries. The general secretaries left after Deuba said that they could not reach an agreement on leaving the leadership now, as he was ready to leave the leadership after the 15th general convention after three months.
Leader Lekhak claimed that the leaders in favor of the special general convention had already dropped the issue of forming a high command and not contesting the election in Tuesday's meeting. 'The main issue was that the president would not sign the ticket. We asked the Election Commission about that too. The chairman said that he was ready to withdraw his signature if the law and rules allow it. However, they did not agree.’
The writer said that an understanding had also been reached on accepting the special general convention, taking ownership of the decisions made by it, and forming a parliamentary committee by consensus. ‘If you are leaving after two months, dismissing it now with disrespect does not send a good message. It does not do any good either.’
Central member Pradeep Poudel said that the chairman did not agree to address it in some way as the special general convention would not be justified unless the message of a change in leadership was given. ‘Let’s run the party by forming a high command with the participation of the acting chairman, the general secretaries, and Shekhar Koirala. After the chairman was refused to keep the executive role and keep the ceremonial role separate, there was no option to move forward with the selection of a new leadership,’ he said.
