The special general convention of the Congress is geared towards electing a new leadership.
A closed session is currently underway in the hall at Bhrikutimandap under the general convention that has been ongoing in Kathmandu since Sunday at the call of General Secretary Gagan Kumar Thapa and Bishwa Prakash Sharma. General Secretary Sharma has submitted an organizational report in the closed session, while another General Secretary Thapa is also scheduled to submit a report.
The closed session passed The Special General Convention Procedures 2082 have been passed . This includes provisions such as the proposals to be presented at the general convention and the formation of an election committee for the selection of the central working committee.
As mentioned in the procedure, the two general secretaries can dissolve the central working committee in the closed session and propose the selection of a new working committee until the next regular general convention. Leaders in favor of the special general convention say that since the term of the working committee elected from the 14th general convention has ended, there should be an immediate change of leadership and the election of Falgun 21.
While some leaders are saying that the special general convention will only discuss policy, the procedure presented in the hall of the general convention has paved the way for the selection of a new leadership. According to a leader, if there is no effort for dialogue and consensus among the leaders in the party while the closed session continues, the general convention will move forward on the path of selecting a new working committee.
'There was no effort for dialogue. This situation has come about because we did not listen to the demands of the majority of the general convention delegates,' the leader said. If the party leadership does not bring a middle-of-the-road proposal for consensus while the closed session is ongoing, they will move forward as per the provisions of the statute.
Meanwhile, party spokesperson Prakash Saran Mahat has said that the path to dialogue and consensus is now weakening. He said that the proposals submitted during the closed session of the illegally convened special general convention, such as dissolving the central committee and holding another election, have weakened the path to unity, dialogue and consensus in the party. In a conversation with Kantipur a while ago, he said, 'The party president and acting president are taking the initiative to reach an understanding. At such a time, when they have proposed to dissolve the central committee and hold new elections in an illegally convened meeting, it has weakened the path of dialogue and consensus. Dialogue and consensus have no meaning when they themselves are moving forward on the path of division.'
After the general secretaries submit their reports under the closed session, there is an agenda for group discussions. After that, the team leaders will present the group's conclusions to the hall. The leaders say that they will then reach a conclusion on whether to elect a new leadership or not.
The hall has been booked till Tuesday for the special general convention.
