The leaders are confused about how to resolve the legal complications that may arise when a special general convention selects a new leadership of the Congress with the participation of a majority of representatives. But after that, the dispute over legitimacy may begin. If it is not resolved within a week, the party will be in further trouble. Leader Gururaj Ghimire, who is in favor of the special general convention, says that the main issue of the general convention is linked to the leadership change. He says that if the quorum reaches 51 percent, the leadership will also be selected. According to Ghimire, while demanding the special general convention, the main agenda has been leadership change, timely policy formulation, structural changes and a review of the political situation after the Gen-G movement.
‘As a special general convention demander, I have raised the leadership change as a high priority. I cannot leave this issue. There is no justification for holding a special general convention without this issue,' he says, 'If it was only for policy debate, there would have been committees such as the Central Working Committee, District Working Committee, Provincial Working Committee, etc., there would have been no need to call a special general convention.'
Other leaders in favor of a special general convention also say that since all the work done by a regular general convention will be done by the special general convention, the leadership will also be selected. Central member Pradeep Poudel says that whether the special general convention will select the leadership or not will be decided by the attendance at the general convention and the procedure. 'If a minority tries to select the leadership, the party will go towards division, but if the number reaches the majority, it will move towards a leadership change,' he says, 'If the leadership is selected by the majority according to the procedure and process, the party will not be divided. It is the right of the general convention to change the leadership by the majority. If the leadership changes, we will go to the Election Commission and update it, not divide the party.'
Leader Ghimire, who is in favor of the special general convention, also says that changing the leadership by a majority will not lead to a party division. 'A quorum of at least 51 percent should be present for the leadership selection, and it is estimated that 60 percent of the representatives will participate in the special general convention,' he says.
General Secretary Sharma says that the Congress will become stronger with the work done through the special general convention in a process-based and legal manner. 'The Congress will move forward with a clear vision from the special general convention. The party will not be divided under any circumstances,' he says.
Some moderate leaders of the Congress Central Working Committee have continued their dialogue with President Sher Bahadur Deuba, urging him to take ownership of the special general convention and find a solution. A moderate proposal has also been put forward that the special general convention can be converted into a 'resolution proposal' if President Deuba himself attends. But Deuba did not want to hear the special general convention, a leader close to him said.
Leader Shekhar Koirala, who is involved in Deuba's agenda, has been saying that it would be appropriate to hold the gathering after 6 Magh. Leaders say that both Deuba and Koirala have been ignoring the binding provision of the statute to be called within three months as per the party's statute.
Spokesperson Prakasharan Mahat says that it is impossible for President Deuba to attend the special general convention as the party's Central Working Committee has decided that the relevance of the special general convention has been exhausted after two meetings. 'We have to postpone the special general convention and formulate the manifesto or party policy, the gathering can be called after the nomination of the election,' he says, 'but there is no question of going to the special general convention.'
The press conference that was supposed to be held by Acting President Purna Bahadur Khadka on Friday was postponed at the last minute to prevent the participation of delegates in the special general convention. According to a central member of the Deuba faction, the press conference was organized on the advice of Khadka and Koirala. But after Koirala said he would not appear at the press conference, Khadka postponed the press conference.
Devraj Chalise, a leader in favor of the special general convention, says that there is no flexibility on the establishment side in maintaining party unity. ‘This is the situation in the country. When it comes to finding solutions to make the party relevant, it has been ignored, and the signatures of 54 percent of the general convention delegates have been ignored,’ he says. ‘Such irresponsible leadership will lead the party to disaster. The name of the one who behaves responsibly will be written in history.’
Chalise says that the special general convention will do all the work while maintaining the supremacy of the statute and party unity. ‘The general convention is the highest institution of the party. The procedure is decided through the legal process.’ The decisions made by the majority of the general convention are binding on the entire body,' he says, 'The majority determines what the general convention will do and what it will not do. Many ideas may come. But the general convention takes care of the extent to which it will go and how it will go. The decision of the majority is the guiding principle.'
There are preparations to amend the party statute from the special general convention and make clear arrangements for the exit and entry of leaders, not to promote a person who has been the Prime Minister twice to the Prime Minister position again, not to get proportional benefits more than once, and how many times the same person can be a minister. 'Only progressive policies and agendas will be introduced in the special general convention, and preparations are underway to finalize them,' says Baldev Timilsina, a leader in favor of the special general convention.
