The National Independent Party has 15 candidates from Morang on its proportional list, while many districts have no candidates at all.

The closed list of candidates for the proportional representation in the House of Representatives elections submitted by the National Independent Party (NISP) to the Election Commission on Monday includes the names of 21 people who have obtained citizenship from Chitwan.
Chitwan has the highest number of 21 candidates in the proportional representation list. Chitwan is also the constituency of Rashtriya Swayamsevak Sangh (RSS) President Ravi Lamichhane.
After Chitwan, there are 15 candidates from Morang. There are zero proportional representation candidates from some districts of Sudurpaschim, Gandaki, Karnali and Lumbini provinces.
Rashtriya Swayamsevak Sangh (RSS) Chitwan President Krishna Prasad Bhusal informed that Dr. Manohar Pradhan, Prabha Dhakal and Samina Mia have been selected as proportional representation candidates from Chitwan in the party's primary election.
'I have heard that some other names have also come from Chitwan. Although they have obtained citizenship from Chitwan, they may not have settled here, or they may have come on the recommendation of Balenji and Ujjaya Nepal Party,' said Bhusal.
Dr. Manohar Pradhan, Bishwa Rai, Dharmalal Tamang, Tasi Sherpa, Sandesh Gurung are in the proportional list from the indigenous peoples cluster. Similarly, Sachin Dhakal, Sudip Dhakal, Anup Kumar Upadhyay, Govinda Narayan, Durga Bahadur Ghimire, Janak Neupane, Pawan Shahi, Tikaram Dahal, Vidushi Rana, Shraddha Kunwar, Manju Bhusal, Rachana Khatiwada Chhetri, Sirjana Wali, Sitadevi Pandey, Sarla Lamichhane, Prabha Dhakal are candidates from Chitwan in Khas Arya. According to the list, there are 16 candidates from the Khas Arya cluster and 5 candidates from the indigenous peoples cluster.
From Morang, Dr. Ram Lama, Mingma Glabu Sherpa, Gyanendra Malla, Dr. Mahendra Lawati, Mankaji Shrestha, Ayush Manandhar, Ganga Chhantyal, Anushka Shrestha, Vishal Gurung, Ranjani Shrestha, Dr. Ojaswi Sherchan, Mira Maharjan and Tulsa Waiba have been included in the list of proportional candidates from the indigenous tribal cluster. Ranju Darshana from Morang and Surendra Chaudhary from the Tharu cluster have been recommended for Khas-Arya women.
Out of the 21 people who were included in the closed list with Chitwan addresses, five are from the indigenous tribal group while the rest are from the Khas-Arya group. Party President Ravi Lamichhane had won from Chitwan-2 in the previous election.
In the previous election to the House of Representatives, the Rashtriya Swayamsevak Sangh (RSS) had won from constituencies 1 and 2 out of the three constituencies in Chitwan. However, no MPs were elected from the proportional list.
Although Chitwan is a predominantly indigenous Tharu district, the closed list does not show any names of the indigenous Tharu community who have taken citizenship from the district of Chitwan. Similarly, there are no names from the marginalized indigenous community Chepang, whose main residence is in Chitwan, in the closed list.
Only 5 from Kathmandu, 3/3 from Lalitpur and Bhaktapur districts are in the proportional list . According to the list, proportional candidates have been nominated from 35 out of 77 districts .
Most of the recommended candidates are from more than one district . Candidates have been nominated from only districts including Sunsari, Sindhupalchowk, Gorkha, Kaski, Khotang, Taplejung, Dang, Siraha, Rukum, Myagdi, Jhapa, Rupandehi, Nuwakot, Kanchanpur, Bhojpur, Solukhumbu, Saptari, Panchthar, Baglung, Dhanusha, Rautahat, Surkhet, Bardiya, Mahottari, Bara, Sunsari, Kapilvastu, Banke, Okhaldhunga. At least 5 candidates have yet to be declared in the list .
