The special committee has concluded that the Chairman of the State Management Committee, Ramhari Khatiwada, should take moral responsibility for the provisions of the Federal Civil Service Bill, which stipulates that civil servants and government employees will not receive constitutional, diplomatic and government appointments for two years after retirement or resignation.

After passing the report on the Civil Bill, another MP informed that under the leadership of Chief Secretary Eknarayan Aryal, Prime Minister KP Sharma Oli, Congress President Sher Bahadur Deuba, Speaker Devraj Ghimire, and National Assembly Speaker Narayan Prasad Dahal pressured to remove the 'cooling off period' system. "It is written in the report that the chief secretary, the secretary of the federal affairs ministry, the secretary of the law ministry, and the law secretary of the prime minister's office have publicly pressured to remove the 'cooling off period' system, and the events such as not coming when the committee was called, have indirectly influenced and pressured the law-making, even though they were not directly involved," said the MP.

Another MP of the special committee said that breaking the provision of 'cooling off period' was not a normal human error but a deliberate error. The MP said, 'We have written in the report that it is not a human error but a deliberate error.'

The State Order Committee under the House of Representatives unanimously passed a report on Section 82 (4) of the Civil Service Bill on May 2 with the provision that "Civil servants or employees who have resigned or retired from the service will not be appointed to any constitutional or government position before the completion of two years from the date of retirement". The bill with that provision was passed by the House of Representatives on June 15. After the provision of 'cooling off period', the provision that was already placed in the bill that 'not to be appointed to posts other than constitutional or diplomatic appointments and any other appointments made by the Government of Nepal' should have been removed. But after it was retained in Section 82 (5A), questions were raised everywhere and a special committee was formed to investigate .

Parliament also mandated the special committee to submit suggestions as to what kind of action should be taken against those who play a direct and indirect role in influencing the law making. However, the committee has not recommended any person for action. "It is written in the report that there are conclusions and suggestions of the committee to make political people aware of their political and moral responsibilities and to make employees aware in accordance with the law," said the MP.

The working period of the special committee ended at 12 o'clock on Sunday. The continuous meeting of Sunday started from 7 am on Monday and ended at 4 am on Tuesday . This committee was formed by the House of Representatives on June 23. The

committee consisted of Speaker Periyar and Sushila Thing from Congress, Narayan Acharya and Ishwari Gharti from UML, Madhav Sapkota from Maoist, Ganesh Parajuli from RSVP and Roshan Karki from RP . The report of the committee is ready to be submitted to the House of Representatives on Tuesday. The meeting of the House of Representatives is sitting at 1 pm on Tuesday .
