Our generation has witnessed some defining moments that have the potential to restructure not only the immediate power structure, but also the long-term nature of civic consciousness and state-citizen relations. The Gen-G Movement (People's Movement) – 2082 has been recorded as one such historic political event.

After a long process of debate, discussion, collaboration, coordination and understanding, a ten-point agreement has been reached between the protesting parties and the government. The political and policy significance of the movement has been formally institutionalized.

The agreement contains issues related to good governance, human rights and all-round development. Some points are also linked to constitutional amendments, the implementation of which is related to the jurisdiction of the upcoming parliament and the elected government. For that, a unified consensus of the political circle is necessary. It is wise to accept the reality that some issues will be addressed over time, the existing situation and the challenges of the diversity of demands.

The agreement indicates that the voice of the citizens has been formally accepted, the commitment to be accountable in cases of repression has been shown, and the path to judicial and structural reforms has been opened. Its publication in the Gazette has made this document a fully recognized historical record of the government.

The government formally approved the agreement only after the continuous movement of Gen-G representatives for three months after the formation of the interim government after the Bhadau movement, natural pressure, public debate and discussion. The central demands of the protestors were clear – a fair and independent investigation of the incident, clear identification and accountability of all levels responsible for the repression, effective justice for the families of the injured and victims, and respect for the sacrifices made by the youth. The institutionalization of these demands in the agreement is not just a partial success of the movement. Rather, it is an important step towards the restoration of fundamental civil rights.

However, this formality achieved by the movement is not the final victory. Nepal has seen many agreements in the past, but their failure to implement them has damaged public trust. For example, the reports of the Mallik Commission and the Rayamajhi Commission have been left hanging. Agreements signed on paper are not enough, their real value is in practical implementation. The evaluation of the Gen-G movement will now be based on how effectively the agreement is implemented.

A basic premise of the ongoing investigation is to draw a clear and objective line between the subversive elements, criminal acts, and the actual protesters. In this context, no kind of compromise or ambiguity is considered acceptable. This requires continuous activism of citizens. The structural weaknesses and political interference repeatedly demonstrated by the state always pose a risk of affecting fair investigation and prosecution processes. Transforming impunity within the state apparatus is not a one-day task, but its starting point should be the agreement of 24 Mangsir.

Today, the Gen-G movement has been recorded in the official memory of the state. It has set an example of a new pattern in the sequence of civil movements in Nepal. The seriousness shown by the youth towards the national issue has indicated that Nepal's future political culture will be pushed towards a new turn. Therefore, this agreement is not just an agreement between the government and the protesters, it is a document that will change the overall political culture of the country and should be. Making it successful is not the responsibility of any one body, person or organization. It is the shared responsibility of the government, civil society, the intellectual community and every conscious citizen.

If this agreement is successfully implemented, the style of communication between the entire citizenry and the youth of the next generation with the state, their relationship with the government and the meaning of democratic practice will change. The agreement between Gen-G and the government is not just a document but a structural foundation for securing the future. The Gen-G movement has taught Nepal an important lesson – the state can be powerful, but only when the people are aware, that power is legitimate and the meaningful voice of the citizens has the power to guide the state. The historical significance of this movement and the agreement will be even stronger when all of us, citizens, government, and public institutions, unite and move forward responsibly to implement the points of the agreement. Nepal has opened a door to change today. Now the only question is – are we ready to open that door completely? Or will we continue to be mired in delay, apathy, and instability like in the past?

Finally, the Gen-G movement was partially unorganized, leaderless, and spontaneous in nature. Keeping that in mind, we must accept the possibility that the agreement reached between the government and the protesting parties may not be an ideal and universally acceptable document that fully addresses the expectations and aspirations of all stakeholder groups.

Due to the multifaceted structure of the movement, diverse demands, and ambiguity of representation, it is natural for the agreement process to have some limitations and imperfections. However, based on a realistic assessment of the current state of the balance of power, the existing political structure, institutional limitations, and the contemporary socio-political context, this agreement should be accepted as an important and progressive political achievement.

This agreement has not only sent a message that dialogue between the state and the civil movement is possible, but has also confirmed the possibility of orienting the governance system towards reform through pressure, citizen awareness, and democratic practice. Similarly, it has created a relevant framework for future interactions between the civil movement and the state authorities. Its real historical value will become clearer when its provisions are effectively implemented and it will strengthen the foundation of accountable governance by challenging the culture of impunity.

Therefore, it would be timely and prudent to evaluate this agreement not only as a limited achievement, but also as an important step towards institutionalizing the democratic process. The time now is towards eliminating social discontent, division, distrust, polarization, and violence. Towards increasing socio-political harmony, moderation, and tolerance.
