It was hardly imagined that the Zen-G movement would bring such a change. This generation, which is enjoying smart phones, was separated from the society and had the idea that it is in its own world, absolutist and without political thought.

Some studies in the western world about this generation have depicted them as less rebellious, though not satisfied. I also understood the intense feeling of dissatisfaction among them, I could not believe that it would change the political direction of the country.

But the demonstrations that took place in Kathmandu and other cities on the 23rd of Bhadra and the subsequent events have proved it to be untrue. In Baneshwar, the hot bullets that were fired on the Kalila protestors in front of the parliament door in a very brutal and irresponsible manner were deemed counterproductive for the government. Finally, the Congress-UML lost power and the country has entered a new political transition.

If we look at the letter of the constitution, there are many grounds to question this decision of President Ramchandra Paudel, but the developed political situation determines the scope of the constitution. From the evening of 23rd Bhadra to the night of 25th, the situation was not predictable. Suspicions and doubts were rampant that the constitution would be completely abandoned and the republic itself would be in danger .

In the context of the political situation that developed in the country, there was no way to find a way out by turning the pages of the constitution. This is the solution that can be done by the President within the minimum damage to the Constitution. Through its proper use, politics can be promoted based on public opinion and the dynamic development of the constitution. Congress, UML, Maoists and all other parties in the parliament must accept this reality. There has been some damage to the constitution, but at the same time, the election has also opened the door to fulfill it.

Limits and challenges

Ex-Chief Justice Sushila Karki has become the interim Prime Minister with the strong support of JEN-G's proposal and the strong support of Balendra Shah, head of Kathmandu Metropolis. The House of Representatives has been dissolved, the date for the election has been set for February 21.

After becoming the prime minister, she clarified her mandate to complete the elections within 6 months and emphasized on investigating the destructions in the government and private sector, controlling corruption, and giving justice to the families of the deceased . There is no place for anyone to argue about these things. Gen-ji youth voiced the public opinion that is rising nationwide against corruption and corruption in politics. For that, the promising youth sacrificed his life . Their honor and the end of corruption and corruption should be the highest priority of this government.

First of all, let's analyze a little about the limits of this government. This government is for 6 months . Its main responsibility is to consolidate the functioning of the constitutional system by completing the elections of the House of Representatives within this period and transferring power to the elected representatives. It is unimaginable to stay even one day more than this considering the nature and background of Prime Minister Sushila Karki . This is the first limitation that everyone who joins his cabinet must clearly understand. Don't be too ambitious by saying that I will do this, I will also do that, I must be clear with the limits of reality.

Second, the person who becomes the prime minister has some political base resources (constituency). The current government's main source of support is the Gen-G movement and the Gen-G network. Karki herself did not lead this movement. After the shooting, his solidarity was seen with the bloody protesters on the streets and in the hospital. In that sense, apart from Jen-G, any other citizen was closest to this movement and that is Sushila Karki. That is admirable and it makes his credibility more transparent . Therefore, while sitting in the government and fulfilling the responsibility of the Gen-G movement and providing full parentage to that generation, the responsibility is also on his shoulders .

but the fact to consider, the undisputed leader of this group is Balendra Shah . I don't know if they are led by him or inspired. But it is public that the Jen-G group has caught the formula that Balen is the leader of the country after the election.  Although there is a closeness in the desires of politics, the priorities are different. They are not only diverse but also contradictory. This conflictual character of politics is universal. Its management is more difficult when it comes down to the individual. How Zen-G's internal desires and conflicts develop and manifest can also affect the limits of this government. The test is how far she can work beyond the boundaries of the Gen-G network and group.

The full form of the government is yet to come. Among the three newly added ministers, the ministers in charge of finance and energy are not from the Zen-G movement. Finance Minister Rameshwar Khanal created a good image when he was Finance Secretary . The country has seen the efficiency of Energy Minister Kulman Ghising, the people have highly appreciated him .

Home Minister Omprakash Aryal is not a Gen-G campaigner but is known to be connected to the campaign and a facilitator. His public identity is established as a scholar of law and an ardent supporter of the rule of law. It is said that all aspects will be included in the government. Who are those parties, what is the background of their representatives, that also determines the nature and efficiency of this government . To assess the internal complexity and limits of the government, one has to wait for its overall form.

Will there be an election within 6 months? On the surface of the

, this question does not need to be asked . The Prime Minister is committed and there is enough time for preparation. It doesn't even make sense. But people have doubts, for two reasons . First, elections are a political matter . Will the political environment be formed or not? It is not unusual for the parties that are influential in the parliament to oppose the dissolution of the House of Representatives. It should not be taken otherwise.

On 24 August, their offices were attacked and vandalized until the top officials played a decisive role. Their trust and participation is indispensable for the credibility of elections and the political environment. It is the government's responsibility to create a political environment. The Election Commission will do the technical management. However, since the post of Chief Election Commissioner is vacant, what kind of person is taken there will also work to create an atmosphere.

There are also things connected with some constitutional system . When listening to some Gen-G activists, they seem confused. It seems to understand that Balen will be directly elected as the Executive Prime Minister from the upcoming elections. The election is for the members of the House of Representatives. The leader of the party that gets the majority will be the Prime Minister. Currently, a directly elected executive prime minister is not possible, for that the constitution needs to be amended, which is not possible now. If this knowledge does not flow to Zen-ji, there will be a gap in understanding and they will have the feeling that we have been betrayed. Whose task is this reminder? Not only on social media, it is Balendra Shah's job to spread it to all corners of the country. If he takes the leadership tomorrow, he should be open and present in politics with his ideas and plans.

Another suspicion is that counter-revolutionary and reactionary elements are looking for an opportunity to take advantage of the opportunity. Their interests of occupying the entire country by exterminating the government and private sectors were not fulfilled . They considered Balen Shah's opaque face to be their sharpest weapon but on the 24th he looked different . He confirmed that the rapper's rebellious expressions are not regressive. Now they are hurt. Sushila Karki's government may be trying to fail. The House of Representatives is dissolved, if there is no election on the scheduled date, there will be a constitutional vacancy like after October 2059, and after pushing the country into instability, Gyanendra Shah is dreaming of a 'historic ascension to the throne' for the third time. Therefore, this government has no excuse not to complete the work on time and fail.

about the investigation

The second most important responsibility of this government along with the election is, (1) investigating the massacres and subsequent vandalism, arson and destruction committed to suppress the movement and (2) controlling corruption . It can be assured that corruption at the political level will be freed during the tenure of this government. But the problem of corruption control yesterday and tomorrow is very serious. It expects a separate high-level investigation commission on both these issues. Even if its formation and mandate is issued by ordinance, it is necessary to make it fully legal. Establishing a

commission but not implementing its recommendations, which has been a practice since the past, has led to impunity at the government level. Politics has also become unresponsive . Therefore, this time, a commission should be formed on a strong legal basis that no one will be freed from impunity. It is necessary to put an effective investigation into the scope of investigation and punish the guilty, not only the minister in political responsibility, the prime minister, but also the home administration and the police, so that the brutality of only putting bullets on the heads of the citizens, which cannot even maintain peace, will be put to an end.

The investigation of corruption is not possible from the Abuse of Authority Investigation Commission or the Intelligence Bureau under the government. It should be done by a commission formed under the coordination of specific citizens who have created an image of purity in the society. It should be formed in such a way that it is completely free from political bias and revenge. But the burnt notes, which went viral on social media, should also be properly investigated and the culprits should be punished .

It is difficult to estimate how much work this commission can complete without this government. But if there is an order to proceed with the process of punishing the guilty based on the evidence found, the results can be seen soon. If the post-election government has the political commitment and arrangements to continue their work, this work will be easy.

The political destination of the future

The most important question is what will be the form of politics in the future. To do politics, the ground of its principle and value system is very important . Otherwise it is touchy and selfish . I don't mean the so-called 'ideology' hanging on the tail of political parties here . I mean the basic principles, recognition and dignity of democracy. I think, our constitution also covers these things well . But politics was not honest about it, parties were not honest. The leadership became greedy, selfish and corrupt. If this trend is repeated even after the elections, what is the existence of the movement and the interim management? Therefore, politics should start from a new vein.

First, how the driving force of the Gen-G movement is presented politically in the election also determines a lot. The negative perception towards the party is widespread among the new generation . Party is needed. There is no choice of party to do competitive politics in democracy . It is the party that connects the voters and the people to the state system . It's not the party's fault, it's who is in the leadership . There is a prevailing opportunistic and servile attitude. What is the journey of national politics of Balendra Shah, who is presented as the leader of Gen-G movement, what kind of political values and culture has he tried to establish and develop in the country, it is necessary to make it public without any delay. It will give a clear direction after the election .

Second, active parties, especially Nepali Congress, CPN UML, Maoists, etc., must accept the fact that their leaders have failed, are corrupt and greedy, and promise a new political destination with a new leadership. These parties, which have a long history of more than seven decades and have led historical political changes in the country, are not dying, they are still alive. But today, due to some worthless, corrupt and arrogant leaders, people are becoming unpleasant. In order to save that party, the new generation of workers should not delay taking over the leadership.

Before reaching the election, it is important to present with the commitment and promise to develop a party culture of popular and voter-led leadership change . It is the responsibility of all parties to make elections competitive and lively. There is no meaning in the election by pushing anyone to the side . It is up to the voters to decide who to place and what status to give. May a new awareness and sense of duty arise in all.
