Lumbini Province is such a province, which ranges from Sisne Himal of Rukum to Putha Himal. 6 mountainous districts as well as 6 Terai districts are in our province. 12 districts that have a lot of potential in terms of tourism, agriculture and other aspects, could not be discussed as much as it should have been?

Our Lumbini has a historical importance in terms of the birth of Buddha. It is true that it was not propagated in that way . But not only Buddhism, but also Hindu philosophy, culturally, this area has the same potential for Hindu tourism. There are three Banke and Bardia National Parks and Dhorpatan Game Reserve. About 75 percent of the hunting reserve is in this province . 

From the point of view of tourism, Lumbini Province exists as a mini Nepal with abundant potential. Be it from the point of view of tourism or the point of view of production of agricultural produce, Lumbini region is like a granary . 

Along with this, there is a question that it is difficult to do some work because some laws have not been made. In some cases, we are moving forward together with the three governments in the concept of coordination, cooperation and co-existence . We are proceeding with the things specified by the law . Now, especially through the federal government, the provincial secretaries and chief secretaries come through the federal government .

We have said that the chief secretary should be sent by the federal government and the secretaries of other ministries should be from the state. But in the case of other employees, from the deputy secretary to below, the province has already made laws to transfer their employees ourselves . We have created the State Civil Service Act . 

We have also made the Local Services Act and we have advanced the work that it will be built within this month . The state government has also opened the door for the employees who were stopping the moral development. Now the promotion work, advertisement work is going forward through public service . Even though the federal law has not become a civil service law, we have taken our work forward by creating the state personnel law. Now there is no problem in service delivery . 

As much as the achievement should have been achieved, it has not been achieved due to political instability . This real truth should be assimilated . The two biggest political parties of the country, Congress and UML, have now formed a government in the union due to the needs of the country rather than desire, and the same type of government has been formed in all the seven provinces.

The main reason for this in the past is political instability. For cheap popularity, yesterday we brought a deficit budget even when we brought it. Naturally, the result of advancing the deficit budget could not be good . As a result, our province fell behind in the assessment of the National Resources and Finance Commission.

We have come to estimate the revenue more than the estimated rise, we have estimated that the budget will remain in the reserve fund in excess of the requirement . Due to all these reasons and also due to the fact that we are not able to deliver to the people, we are falling behind the numbers . But this is Lumbini province which at one time won the first place in all the seven provinces for three consecutive years . 99.9% capital expenditure is also Lumbini province. In that sense, I understand that it is wrong to raise a question mark on the whole system by one event.

Even now, the provincial government has become the center of people's hope and trust. Now they are trying to create a false comment - that the provincial government has no work. But even now, go to the village and see, talk about development plans, now you can see as many plans as possible - they are projects run by the provinces where the plans were made. The projects going forward in the village are also at the provincial level. Whether it is drinking water, roads, schools, health and in every area, the program of the province has progressed in every ward.

Regarding the Lumbini state government, we have made more capital expenditure than the current one. Last year too, our current expenditure was 11 billion and capital expenditure was 24 billion rupees. Even now, if you look at the local level, there is more capital expenditure than the current one. Current expenditure in the federal government is more than capital expenditure .

The provincial government has become the center of people's hope and trust for development by increasing capital expenditure over current expenditure. As far as the development is going now, the federal government has said that it will be concentrated only on Gaurav projects . The local government is looking at small schemes. The provincial government is doing the work of conducting all medium-sized projects.

In the context of Lumbini province, during this seven-year period, about 15,000 kilometers of roads have been constructed. About 2200 kilometers of roads have been paved. We have constructed 400 kilometers of road slopes and 1,155 suspension bridges, while we have succeeded in constructing about 200 concrete bridges. 

Today we have succeeded in delivering water pipes to the homes of more than 1.5 million people. The government has succeeded in increasing the irrigated land from 24 percent yesterday to 55 percent in seven years. Now, we have increased the irrigated land of Lumbini province from 24 to 35 percent which takes 12 months. Is this an achievement or not?
