In line with the political agreement reached between the two largest political parties of the country, Nepali Congress and CPN-UML, the Council of Ministers was recently formed under the leadership of UML President KP Oli. However, Dalit community is not represented. Earlier, in the cabinet led by Prachanda, Dalits were made only state ministers.

In the political history of Nepal, the participation of the Dalit community in the state power is very weak. About 14 percent of the total population of the country are Dalits. However, making the presence and participation of this community zero in the Council of Ministers, which is established as the main policy-making body of the country, is not only an insult to Dalits, but also discrimination. It is true that Dalit leaders within the political party are being humiliated, but this act is considered to be a direct violation of the constitution. Making no Dalits in the Council of Ministers should be taken as neglect and irresponsibility of political parties towards Dalit issues. 

Analyzing from the point of view of Dalit representation in the Cabinet of Nepal, since there have been thousands of ministers from the Panchayat period till now, it has become a matter of irony that there are only 21 ministers from this community including 8 ministers, 7 state ministers and 6 assistant ministers. This data shows how much feudalism exists not only in Nepali society but also within the government and political parties of Nepal. Having periodical elections, forming a majority government by political parties based on the election results and running the reins of the state's governance are essential functions of the political system.

Most of the times when the government is formed under the leadership of any political party, making a representative of the Dalit community a minister is never a priority of the political party. After the Comprehensive Peace Agreement, the interim government formed under the leadership of Girija Prasad Koirala in 2063 coincidentally had Dalit representation. When Maoist was a hot revolutionary party at that time, since Dalit and women community were given first priority, after sending Khadga Bahadur Vishwakarma 'Prakand' to the Council of Ministers, UML also sent Chabilal Vishwakarma. At that time, two Dalits were included in the Council of Ministers when it was like a positive bet on who would be more revolutionary in the political party.

Otherwise, Dalit issues and representation will never be prioritized by political parties. We have the history of Dalits being included in the cabinet only after the Dalit movement put pressure on the political parties.

In this article, why are Dalits not given priority when forming the cabinet at all times in history? What are the main reasons why Dalits are always neglected, hated, insulted and discriminated against? To make the state and political parties serious about the Dalit issue, it is being discussed how to deepen the Dalit movement in the future. 

Humanistic trend in political leadership 

State power is always administered by elected representatives of political parties. Due to the fact that the feudal system of government operated under one umbrella in Nepal for a long time in the past, the humanist thinking and thinking trend has been in the heart of every person and it is still prevalent from the top leadership of the party to the workers. This idea avoids giving proper responsibilities to Dalits and women by considering them as very insignificant and inferior, incompetent, ignorant and unworthy. This tendency is the product of extremely materialistic, unscientific, conservative and backward consciousness.

Due to the narrow mentality towards Dalits, feudalistic and humanist thinking tendencies in the top leadership of political parties, representatives of the Dalit community do not participate in the council of ministers formed as the political situation changes in the country. For a long time, Nepal has been ruled by feudalism and its subordinate culture. Dalits are not given priority because the leaders of the old generation who are accustomed to the same culture are in the strong leadership in the political parties.

The development of Dalit leadership becomes impossible without the policy and mentality of establishing, developing and giving responsibility to the Dalit leadership by keeping the Dalit issue in the priority order of the party. The main reason why Dalits are not included in the formation of the cabinet is that the political leadership is dominated by a very traditionalist narrow mindedness, discriminatory attitude and humanistic tendency towards Dalits. In this regard, it seems necessary for the leaders to be serious about working for the country and the people in the future.

In the preamble of Nepal's constitution, it is resolved to build an egalitarian society on the basis of proportional inclusive and participatory principles, ensuring economic equality, prosperity and social justice. Article 40 of the Fundamental Rights provides for the right of Dalits to participate in all state bodies based on the principle of proportional inclusion. However, when the political parties form the cabinet, give tickets for the election of the party or any level of government power or nominate for any position, give political appointments, exclude, do not give priority to the representatives of the Dalit community, do not give them priority, and make them inconspiratorial in a conspiratorial manner.

The current cabinet has become unrepresented by the Dalit community, which is about 14 percent. UML, which claims that Dalits are in our party, which wins in direct elections, and Congress, which boasts that it is our party that made Dhanmansingh Periyar the party's general minister in 2009, is not ashamed to form a cabinet without Dalits. ;

The weakening of revolutionary power 

In the history of any country and society, when the revolutionary power of that time emerges and advances, the people of the neglected and oppressed communities of that country and society get rights, but when that power weakens, we have seen the history of losing their rights. Even in the context of Nepal, while the Maoist party, which emerged by advancing the issues of oppressed class, caste, region and gender communities through the people's war, was the most revolutionary, the oppressed communities of Nepal such as Dalits, women, tribal tribes, Muslims, Madheshi and other communities got constitutional and legal rights.

However, now the Maoists have become weak due to various reasons. Similarly, other transformative forces are also weakened and divided into different groups. From which the revolutionary and change-promoting power seems to be weakening. As a result, important issues such as proportional inclusion are beginning to fade. The absence of Dalits in the Council of Ministers and the low presence of women is the latest example of this.

At present, the oppressed communities are concerned that the constitutional rights they have acquired are being taken away in the name of amending the constitution for political stability. Therefore, once again in Nepal, Dalits, women, Madhesi, tribal tribes, Muslims, etc. all oppressed communities are struggling to protect their rights and rights, and strengthening the revolutionary power has become a major responsibility today. 

Weakness of Dalit movement

The height and density of Dalit movement determines whether Dalits get tickets in direct elections or Dalit issues do not get priority or Dalits are not included in the cabinet in all areas based on the principle of proportional inclusion as provided by the constitution.

In the last few years, Dalits are not included in the cabinet in the union or state, political appointments or neglect in discriminatory incidents is not only the reason for the humanitarian tendency and non-inclusive character developed in the parties, but also the weakening of the Dalit movement is another important factor. Therefore, in the coming days, it is a historic task to deepen the united Dalit movement with an objective review of the Dalit movement. 

The constant struggle for rights 

The basic character of Nepali society is still based on feudalism. Although the capitalist character is seen in the external conditions and surroundings of the society, the remnants of feudalism are found in the production relations of the society, the way of thinking of individuals, rituals, religious traditions and culture etc.

Since the foundation of discriminatory thinking and behavior towards Dalits is the feudalistic culture, the main target of the Dalit movement should be the feudalistic ideas and humanist tendencies. As the political party is also a part of the society, this tendency has not included Dalits in the current cabinet. Therefore, when the state or political party does not include the Dalit community in the cabinet, when political appointments are not made, when the budget is not allocated, the Dalit movement should also knock on the door of the court for legal remedies. Likewise, the Dalit movement needs to be strengthened. 

Dalit community leaders developed within the political party should fight ruthlessly against humanist tendencies within their own parties. Also, the state and political parties can be made serious about the Dalit issue only by adopting various forms of struggle with the adoption of various forms of struggle with all the parties related to this movement, with necessary deliberation among all the parties related to this movement.
