Chief Secretary Eknarayan Aryal, General Secretary of Parliament Padma Prasad Pandey, Law Secretary Udayraj Sapkota, Labor Secretary Krishnahari Pushkar and more than 20 secretaries met the Speaker of the National Assembly today. Their demand is to remove the two-year cooling period provision in the Civil Bill.
After Prime Minister KP Sharma Oli and Congress President Sher Bahadur Deuba put pressure on the Constitution Committee, they increased the pressure through Speaker Devraj Ghimire and National Assembly Speaker Narayan Dahal. 
The secretaries are unhappy that a 'cooling period' has been put in place to prevent constitutional, diplomatic and political appointments for two years after retiring from a high position in the civil service.
The cooling period is the legal arrangement of not being appointed to constitutional, diplomatic, political, etc. posts for two years after retirement. The bill with the provision of a two-year cooling period has been unanimously passed by the State System and Good Governance Committee of the House of Representatives on May 2.
