Land encroachment of the university, equipment left in the hospital

The Auditor General's annual report has pointed out that the lands of universities including Tribhuvan, Sanskrit, Sudurpaschim and Purvanchal have been encroached upon. According to the report, health equipment worth crores of rupees is lying unused in large government hospitals.

 

Auditor General Toyam Raya's report submitted to President Ramchandra Paudel on Wednesday states that these universities have failed to use and protect the land. It has been reported that there is encroachment on the land of Central Office Kirtipur premises in which the University has 1,479 hectares of land.

For 15 years, 113 ropani private schools, 15 ropani by one organization and 13 ropani land on the Bagmati side and 13 ropani land have been occupied by two organizations. Although the

committee has submitted its report to the government, Prime Minister KP Sharma Oli has not made it public. The Accounts General has suggested the implementation of the search report. The committee concluded that more than 1,000 ropanis of land have been encroached upon and recommended that 2,400 ropanis of land should be investigated further. It was also found that the land has been encroached upon in the internal investigation conducted by TRI. 

Similarly, out of the 380 bighas of Sudurpaschim University, 300 bighas have been encroached upon by the General Account. The report mentions that there is an ownership dispute over 12 bighas of Sanskrit University. Similarly, 1,371 bighas of the land in Deukhuri and Belzhundi of Dang have been encroached since 2058. Even though the land search committee of Sanskrit University has submitted a report to Prime Minister Oli, it has not been implemented. 

It is pointed out in the report that although the government gave 805 bighas of land to Purvanchal University in the year 2055, the boundary was not determined and it was encroached upon. It is said that although Triville has leased 10 ropani 13 annas of land in Tripureshwar, the restitution amount has not been received on time. The Accounts General has directed to calculate and recover 28.7 million outstanding late fees from the leased business complex.

Similarly, it has been pointed out in the report that health equipment worth crores of rupees is lying unused in big government hospitals including Veer, Gangalal, Trauma Center, BP Koirala Institute of Health Sciences. It is mentioned that 7 types of equipment worth 4 crore 29 lakh have not been used in the National Academy of Medical Sciences (Veer Hospital). It is said that the materials bought by the establishment itself and handed over by the health service department have not been used. 

It is mentioned in the report that the cath lab machine used in the treatment of heart disease in the trauma center was not operational due to breakdown. It is suggested to take initiative to put valuable equipment into use as it deteriorates and expires if it is left unused.

The Auditor General's report has shown that the municipalities distributed lunch to students, free sanitary pads, textbooks and scholarships. According to the report, 124 municipalities have spent money on mid-day meals without verifying the attendance of students. It has been seen that 27 crore 99 lakh 29 thousand rupees were spent on lunch without student attendance record. 

Similarly, the report mentions that although 151 municipalities purchased sanitary pads worth 90.8 million 75 thousand rupees and spent money, those materials did not reach the target group but remained in the local storage. It has been mentioned that municipalities are arbitrary in distribution of free textbooks and scholarships. 206 municipalities have allocated Rs 3 crore 62 lakh 65 thousand more than the actual number of students for the purchase of textbooks.

It is mentioned that 1 crore 68 lakh 1 thousand more rupees have been disbursed in scholarships than the number of students. According to the report, 220 municipalities have disbursed 2.5 billion 1 lakh rupees from internal sources to out-of-status teachers without reaching the approved number of teachers.
