The weak security system of the state has been seen due to the loss of property due to the violent actions of the Rajawadis in Tinkune area of Kathmandu on Friday. The Ministry of Home Affairs itself has also conducted an internal review to assess the actual situation of the demonstration organized by Rajawadi and not to take sufficient vigilance.

Security experts say that the intelligence system was very weak in the incident of Tinkune and the home administration could not monitor the trend and strategy of the person who took over the command of the protestors in time. Leaders of political parties also say that the government could not anticipate that the demonstration under the command of Durga Prasain, who is apolitical and defiant, could turn violent.

In addition to the death of two people, the government has not shown readiness to form a competent commission to investigate the vandalism, looting and arson of private and public structures and vehicles. Voices are being raised from the Human Rights Commission and the civil level to establish a judicial inquiry commission to ascertain the main source of power and the damage caused by violent incidents.

The mainstream political parties have only raised the demand for action against the culprits according to the criminal justice administration rather than the formation of the commission. Even in the parliament, the demand for the formation of the commission has not received priority. After Kulman Ghising was removed as the Executive Director of the Electricity Authority, the opposition parties are blocking the Parliament demanding the Prime Minister's answer.

A government minister also said that it would be appropriate to form a commission. "The fact that Purvaraja is the main source of the violent incident caused by the chaotic people of Durga Prasain is not as much legal status as when it is decided by a commission or committee formed by the government, it is not a decision made by a political party."

Minister of Communications and Information Technology Prithvisubba Gurung, who is also the spokesperson of the government, says that a separate commission has not been formed because the Cabinet has labeled Friday's incident as criminal and assigned the home administration the responsibility of investigating and taking action against the culprits. There has been no talk of forming a commission. If necessary, the sitting cabinet can take a decision," he said. Former DIG of Nepal Police Keshav Adhikari says that it would be appropriate to form a commission to point out the shortcomings of the government, security mechanism and intelligence. He said that the suggestions given by the commission could be useful for later.

The Home Minister said that there is no need for a commission or committee. The home administration has thoroughly investigated the incident on Friday. All photos and videos have been collected. CCTV footage has been obtained. The police are screening him. Those who are involved in chaotic and violent incidents, those who have committed crimes, those who have instigated them, are being arrested,' he said, 'therefore, there is no need for a commission or committee.'

Journalist Suresh Rajak was killed when Rajawadi set fire to the building, while Savin Maharjan lost his life due to police firing. 128 people including 55 Nepal Police, 22 Armed Police and 51 protestors were injured. According to the police, more than three and a half dozen shops, organizations and offices were damaged in Tinkune, Koteshwar, Narefant, Suvidhanagar, Jadibuti, Aloknagar and Garigaon areas. The protestors ransacked and looted the Bhatbhateni supermarket in Koteshwar. They set fire to 12 places including a herb production and processing company, the party office of the United Socialist Party. According to police data, 18 private and government buildings were vandalized.

According to an official of the Ministry of Home Affairs, Navraj Subedi, the coordinator of the United People's Movement, had submitted a request for a peaceful protest and a platform for political speeches was also set up at the designated place for the program.

'Party office, leader's private residence, Parliament House, Singha Durbar may be their main targets, but we expected that public property, people's houses would not be vandalized, looted, arson,' said the home official, 'Accordingly, more security personnel were deployed at the leader's house and party office. So there was no more damage. But where it was not thought, there was more damage.'

Former DIG of Police Keshav Adhikari said that the intelligence system of the government is very weak. "During the movement, various incidents develop from time to time. The security agencies should get information about it through various sources. And only then can security management be improved," he says, "thousands of police have been deployed in the field, there are plenty of resources, but if there is zero information, the incident is like a three-cornered one."

Former AIG of the National Investigation Department, Devraj Bhatt, says that the Prime Minister's Office and the Home Administration ignored the loss of money. It is futile to expect political behavior from Durga Prasar. I know that the investigation department gave written information to the Prime Minister's Office and the Ministry of Home Affairs in time with an analysis of possible incidents that he would spread some kind of violence," he said, "but it was ignored."  Bhatt also comments that it is a big weakness for the state to wish for peace when the command of the

movement is in the hands of an apolitical person. He said that it is wrong not to increase the surveillance of security personnel on non-political persons, but it is also wrong for security personnel to sit on the roof of private houses and use force.

Even after three days of the incident, Prasain, the main mastermind of vandalism, robbery and arson, has not been arrested yet. Around 2:30 in the afternoon, he broke the restraining order by driving himself to meet the police. He was not arrested even when he pushed the police with a car and got out of the car safely. According to a police officer, police were not instructed to arrest him even when there was violent activity in Tinkune. Prasain escaped through Narefant around 4:30 and reached the house of religious leader Pushkar Khatiwada between Luvu and Imadol. When the police arrived at 7:30 pm to arrest him, he had already absconded.

It is a shame that Prasai has not been arrested yet, says the former DIG officer. Even Batuwa knows Durga Prasar. Not being able to arrest such a person is the helplessness of the security agencies, it is the failure of the intelligence agencies of the state," he said. Home sources estimate that Prasai has reached India.
