A letter from the metropolis asking the police to investigate and take action against the cooperative manager after it was found that the co-operative manager had embezzled the money of the savers, committed serious errors and fraud in the savings operation.
The Kathmandu Metropolitan City has written a letter to the police to investigate the embezzlement of Sai Swagat Savings and Credit Cooperative Society, which is associated with Nikita Paudel, the wife of RSVP Chairman and former Home Minister Ravi Lamichhane.
In the investigation of the metropolis, a letter was sent to the police premises asking for investigation and action against the director of the organization after it was found that the director of the organization had embezzled the money of the savers, committed serious errors and fraud in the operation of savings.
Based on the complaints of savers, the Cooperative Department of the metropolis was studying Sai Swagat Cooperative for a few months. After the completion of the study, on Monday, the metropolis decided to write a letter to the police for investigation.
The metropolis has already sent a letter to the premises for further investigation and legal action to the 7 cooperatives with problems. Now, Sai Swagat Cooperative Organization has also been sent for action according to the prevailing law," said an official of the metropolis.
Sai Swagat Sahakari was elected Bharatmani Jangam President, Nikita Paudel Vice President, Shankar Upadhyay Dahal Secretary and Luman Dahal Treasurer in the general meeting of 28th December 2075. The members included Purushottam Adhikari, Rajneesh Acharya and Nisha KC. Ramhari Adhikari was the coordinator of the accounting committee, Janak Gautam and Kedar Bahadur Dahal were members.
Known as an anti-corruption activist, Jangam once also hosted a program on News 24 television. On the same television, he gave a statement to Mahanagara that he helped the cooperative to get a loan after becoming friends with Lamichhane. While Nikita was the vice president, he took a loan of 50 million without a mortgage and likewise The savers filed a complaint with the metropolis saying that the cooperative was in crisis when loans were disbursed in a
trend. In the complaint, the depositor demanded about Rs 1 crore 9 lakh. After that, during the investigation, serious errors and fraud were found in the organization, according to the metropolis.
The savers/members of Sai Swagat Savings and Loan Cooperative Institution in Basbari Kathmandu had opened and saved accounts in the said institution on different dates and times. "However, the organization did not return the amount even after the period of payment, and as it was fraudulent by not providing the interest on time as per the terms, the director of the organization has submitted a request to take necessary action and get the amount back," said the letter sent by the metropolis to the police.
"On the same basis, on 23rd Chait 080, the monitoring team with experts from the Kathmandu Metropolitan City Cooperative Department, during the monitoring, serious errors and fraud were found to have been committed in various aspects, so the relevant directors have been sent for legal action according to the law," the letter states.
According to records in the metropolitan office, the ad hoc board of directors formed during the organization's registration had Arjun Shrestha as chairman, Jageshwar Yadav as vice chairman, Santosh Kishore Lab as secretary and Amarlal Shrestha as treasurer. Saroj Shrestha, Manoj Devkota and Mrigendra Rajbhandari were members of the committee. The initial general meeting held on January 16, 2016 elected the same working committee.
069 October 27 and 072 January 25 Annual General Meeting also continued the same working committee. The General Assembly on 22nd January 2014 elected a new Board of Directors, which consisted of President Nokhraj Pokharel, Vice President Luman Dahal, Secretary Shekhar Upadhyay Dahal and Treasurer Yogita Pun. Saroj Lamichhane, Rajnish Acharya and Lisa Paudel were members of that committee. The general meeting elected Ramhari Adhikari as the coordinator of the audit committee, Kedar Bahadur Rawal and Shaili Thapa as members of the audit committee.
About a month and a half ago, a new board of directors was elected under the chairmanship of Bharatmanik. But the details of that are not available in the metropolis, according to the metropolis. In a letter received from the cooperative organization on June 10, 2008, Paudel resigned from the position of vice president, the metropolis has mentioned in a statement. But after the business went bad, Nimkumari Chantel, who was not a member of the cooperative, was made the president. This topic is also very controversial.
Bharatmani-led working committee made Chantel the chairman to avoid misappropriation of the organization's funds, in the letter sent to the police, the metropolis mentioned with priority.
'078 On July 28, the then secretary and manager of the organization Shankar Upadhyay Dahal, Account Committee Coordinator Ramhari Adhikari and member Janak Gautam and President Bharatmani Jangam signed an agreement with the intention of relieving the responsibility of the then president of the organization. It is seen that the chairman has been appointed," the letter says, "Nisha Khadka, who is absent and not a member of the general assembly, has been appointed vice president and other officials. It seems that the board of directors at that time acted in such a way as to escape from the responsibility of returning the savers' savings. At that time, most of the people appointed to the committee are not even in contact with the organization.
A single woman living in Jorpati and raising three children is not a debtor of Chantel Cooperative. She came to know about the existence of the organization only after the co-operative was dragged into the investigation of misappropriation of crores of savings. Sai Swagat Cooperative was in crisis due to the tendency of officials to take loans themselves, do unsecured transactions and spend money on their own.
It has been seen from the preliminary investigation of the metropolis that Chantel has been appointed as the president by saying that he will be paid 15,000 per month for the purpose of escaping the planner. According to the report prepared by the metropolis, it has been found that Sai Swagat Cooperative has done business with non-members, and also done business outside the scope of work. According to the report, there are 124 members in the cooperative, including 83 women and 41 men. The share capital of
organization is 27 lakh 94 thousand 900 rupees. Savings liability of the institution is 45.9 million rupees and investment is 40.1 million rupees. The loan overdue for less than 12 months is Rs 23 lakh 72 thousand and the loan overdue for more than 12 months is Rs 2 crore 47 lakh 65 thousand. It is mentioned in the report that the total assets of the organization are Rs. 597 lakh 89 thousand.
