A meeting of the Congress parliamentary party has approved the agreement between the Congress and the UML on June 17, when various doubts were being raised regarding the formation of a government of national consensus. Under Article 76(2) of the Constitution, UML President KP Sharma Oli and Congress President Sher Bahadur Deuba have been decided to become the Prime Minister in the first phase and accordingly, the Congress Parliamentary Party meeting has also signed all the MPs.

Prime Minister Pushpa Kamal Dahal, who is in the minority, did not resign immediately and faced a vote of confidence in the Parliament on Friday, after UML expressed suspicion that there might be manipulation in the meantime, the Congress tried to convince him by making the latest decision. Congress and UML requested Prime Minister Dahal to resign and pave the way for the formation of the national government, but he refused.

Instead, even the RSVP minister who came with his resignation was persuaded by Dahal himself not to resign. In the meantime, UML President Oli is suspicious that Prime Minister Dahal can play tricks to bring him down. A Congress MP said that Congress has collected the signatures of all the MPs to clear the suspicion. He also said that the signature will now be submitted to Oli. 

Chief Whip of the Congress Parliamentary Party, Ramesh Lukkar, claims that there is no doubt about the agreement between the two parties. The author said that the decision of the parliamentary party was to eliminate all doubts, "After the decision of the central performance committee and the meeting of the parliamentary party, no one tries to reverse the agreement, but it will not succeed. Congress has also decided to vote against the motion of confidence put by Prime Minister Dahal if the vote of confidence is taken without resigning.
